Análisis de los factores que influyen en la utilización de los módulos construidos por el Programa Nacional de Vivienda Rural como residencia habitual, por parte de los beneficiarios del centro poblado de Pantachi Sur, distrito de Yauli, provincia de Huancavelica

Abstract

El Programa Nacional de Vivienda Rural creado por el Gobierno mediante Decreto Supremo Nº 016-2013-VIVIENDA, establece como función primordial: mejorar la calidad de vida de la población pobre y extremadamente pobre asentada en los centros poblados rurales o asentada de manera dispersa, mediante acciones de dotación o mejoramiento de la unidad habitacional, orientándose fundamentalmente a mejorar, reconstruir y reforzar las condiciones de la vivienda rural. En el marco de estas disposiciones legales, se ha suscrito el Convenio N.E Nº 060-2021-HVCA-VMVU-PNVR, entre el Núcleo Ejecutor del centro poblado de Pantachi Sur del distrito de Yauli, provincia y región Huancavelica y el MINISTERIO DE VIVIENDA, CONSTRUCCION Y SANEAMIENTO, para transferir fondos presupuestales al Programa Nacional de Vivienda Rural (PNVR), con el objeto de financiar la construcción de 65 módulos habitacionales destinado al uso de igual cantidad de beneficiarios, con la finalidad entre otros, reducir el déficit habitacional a nivel nacional que alcanza al 11.2%, siendo el área rural el de mayor porcentaje de hogares con 15,6%, mientras que el área urbana alcanza al 10,0%. La implementación de esta política social por parte del Gobierno, recoge la necesidad de dotar de viviendas saludables a los pobladores del área rural del distrito de Yauli, posibilitando la satisfacción de las necesidades humanas fundamentales, para desarrollarse plenamente al tener acceso a una vivienda digna. El trabajo de investigación, está orientado a la identificación de factores socio económicos y de características físicas de las viviendas, que influyen en la utilización real de los módulos construidos por el Programa Nacional de Vivienda Rural como residencia habitual, esto por parte de los beneficiarios del centro poblado de Pantachi Sur, distrito de Yauli, provincia de Huancavelica, lo que nos permitirá evidenciar si la intervención fue eficiente y eficaz, a fin de replicarla en zonas con características similares.

The research work is aimed at identifying socio-economic factors and physical characteristics of the homes, which influence the actual use of the modules built by the National Rural Housing Program as habitual residence, this by the beneficiaries of the town center of Pantachi Sur, district of Yauli, province of Huancavelica, which will allow us to demonstrate whether the intervention was efficient and effective, in order to replicate it in areas with similar characteristics.
