Abstract
Si la regulación empresarial es abrumadora, el lograr iniciar un negocio radicará más
en los contactos del nuevo empresario que en propias capacidades. Por el contrario, si las
regulaciones son fáciles de cumplir y accesibles, cualquier persona con talento y buenas
ideas puede ser capaz de crear y desarrollar una empresa formal. En ese sentido, el presente
trabajo de investigación cuantitativa descriptiva tiene como objetivo identificar la brecha de
tiempo y costo entre los procesos normados (estudio de gabinete), lo que sucede en la
realidad (entrevistas) y medir la facilidad para hacer negocios en la ciudad de Ica. Para tal
fin, se revisó la documentación pública vigente y se comparó con las entrevistas a
empresarios, representantes de instituciones públicas de la ciudad de Ica para obtener las
brechas de tiempo y costo de cada proceso. La metodología utilizada fue la del Banco
Mundial Doing Business del cual se tomó los siguientes pilares de estudio, cuyo resultado
obtenido para iniciar un negocio en la ciudad de Ica fueron: a) apertura de empresa: tiene
que cumplir 16 procedimientos, toma 128 días , cuesta 20.02 % del ingreso per cápita,
presentó una brecha de 38 días y 452 soles; b) permisos de construcción: tiene que cumplir
16 procedimientos, toma 209 días, cuesta 2.26% del valor de la propiedad, presentó una
brecha de 15 días y 861 soles; c) obtención de electricidad; tiene que cumplir 10
procedimientos, toma 47 días, cuesta 125.09% del ingreso per cápita, presentó una brecha
de seis días y 6,001 soles; d) registro de propiedad: tiene que cumplir ocho procedimientos,
toma 36 días, cuesta 5.92% del valor de la propiedad, presentó una brecha de nueve días y
2,094 soles, y e) cumplimiento de contratos: tiene que cumplir tres procedimientos, toma
622 días, cuesta 24.9 % del valor demandado, presentó una brecha de 242 días y 1,500
soles. Este último aplica si existe un juicio por incumplimiento de contrato
If business regulation is overwhelming, the success of starting a business lies more in the contacts of the new entrepreneur than in their own capacities. On the contrary, if the regulations are accessible and easy to perform, anyone with talent and good ideas can be able to create and develop a formal company. In this sense, the present quantitative descriptive research aims to identify the time and cost gap between the normed processes (cabinet study), what actually happens (interviews) and measure the ease of doing business in the city of Ica. For this purpose, the current public documentation was reviewed and compared to interviews with businessmen, representatives of public institutions in the city of Ica to obtain the time and cost gaps of each process. The methodology used was the one of the "Doing Business" World Bank, of which the following pillars of study were taken, whose result obtained to start a business in the city of Ica were: a) Starting a business; has to accomplish with 16 procedures, takes 128 days, costs 20.02% of per capita income, presented a gap of 38 days and 452 Soles, b)Construction permits; has to accomplish with 16 procedures, takes 209 days, costs 2.26% of the value of the property, presented a gap of 15 days and 861 Soles, c) Obtaining electricity; has to accomplish 10 procedures, takes 47 days, costs 125.09% of per capita income, presented a gap of six days and 6,001 Soles, d)Registered ownership; has to comply with eight procedures, takes 36 days, costs 5.92% of the value of the property, presented a gap of nine days and 2,094 Soles, e)Contract fulfillment; has to accomplish with three procedures, takes 622 days, costs 24.9% of the value demanded, presented a gap of 242 days and 1,500 soles.
