Abstract
Los recursos naturales y minerales del Perú, hoy en día representan la principal fuente
de ingresos económicos del país, por lo cual su preservación toma importancia para la el
crecimiento y desarrollo económico sostenible del Perú. La reducción de la dependencia de
las materias primas supone una profunda transformación de los métodos de producción y de
consumo, lo cual conlleva a la adopción del concepto de economía circular.
El Ministerio de la Producción, como principal ente encargado de promover el
desarrollo de la industria, es el llamado a gestionar el desarrollo sostenible de mecanismos
que promuevan el correcto uso y reutilización de los residuos industriales ferrosos producto
de las operaciones de las empresas metalmecánicas pesadas del país, a través de normas
orientadas al aprovechamiento óptimo de los recursos sin perjudicar al medio ambiente, y de
promover la inversión privada, nacional y extranjera en dicho sector, para la modernización
de sus infraestructura y mejorar los actuales procesos de producción.
Actualmente, la Ley General de Residuos Sólidos 27314, estipula los derechos,
obligaciones y responsabilidades de la sociedad en conjunto para asegurar una adecuada
gestión y manejo de los residuos sólidos, teniendo como principal objetivo la prevención de
riesgos ambientales y la protección de la salud. Esta ley está enfocada en el tratamiento de
residuos sólidos cuyo fin son los rellenos sanitarios, no busca la reutilización de residuos
sólidos como parte de un proceso que fomente la economía circular en las diferentes
industrias.
El presente plan estratégico dirigido al Ministerio de la Producción, busca promover
la aplicación de economía circular dentro del sector metalmecánico pesado por medio de la
gestión de los residuos ferrosos industriales.
The natural and mineral resources from Peru today represent the main source of income of the country, so its preservation becomes important for growth and sustainable economic development of Peru. Reducing dependence on commodities is a deep transformation of the methods of production and consumption, which leads to the adoption of the concept of a circular economy. The Ministry of Production, the main organization responsible for promoting the development of the industry, is the request to manage the sustainable improvement of mechanisms to promote the appropriate use and reuse of ferrous industrial waste arising from the operations of heavy metalworking companies country, oriented through optimum utilization of resources without harming the environment standards and the promotion of private, domestic and foreign investment in this sector to modernize its infrastructure and improve existing production processes. Currently, the Solid Waste Act 27314 stipulates the rights, obligations and responsibilities of society together to ensure appropriate management and handling of solid waste, with the main objective the prevention of environmental risks and health protection. This law is focused on the treatment of solid waste whose purpose are landfills, will not seek re-use of solid waste as part of a process that promotes circular economy in a different industries. This strategic plan for the Ministry of Production, seeks to promote the application of circular economy in the heavy engineering sector through the management of industrial waste ferrous.
