Abstract
La actividad de disposición final de los Residuos de la Construcción y Demolición
(RCD) en Lima no es precisamente la más adecuada lo cual, sin duda alguna, es preocupante
si se considera que el sector construcción es uno de los más importantes en el país. Sumado a
ello, la informalidad laboral existente coadyuva a que dichos RCD terminen en lugares no
autorizados, como playas o botaderos informales, afectando de gran manera al medio
ambiente. Asimismo, existe un total desconocimiento de la normativa que regula los aspectos
ambientales relacionados con la disposición final de los RCD y, especialmente, de las
posibilidades de mejora que brinda el espectro legal sobre ellos.
El problema existente, basado en la falta de cultura de reciclaje y/o reutilización de
los RCD, conlleva únicamente a su disposición final por parte de los agentes directos en las
actividades constructivas, la misma que, en muchos casos, no se realiza conforme las
estipulaciones normativas correspondientes.
Bajo esta consideración, la revisión de la literatura, ha permitido verificar la
existencia de aspectos normativos relacionados con las actividades de construcción y con la
disposición de los RCD, que permiten vincularlo con diversos conceptos, como el de la
economía circular y la sostenibilidad.
Con ello se ha tomado como solución del problema, amparados en la habilitación
normativa, la posibilidad de reutilizar los RCD mediante el desarrollo de una idea de negocio
orientada a la sostenibilidad, que radica en darle valor a dichos RCD a través del proceso de
reciclaje y reutilización de sus componentes.
The final disposal of Construction and Demolition Waste (CDW) in Lima is not exactly the most appropriate, which is undoubtedly worrying if we consider that the construction sector is one of the most important in the country. In addition, the existing labor informality in our reality, contributes to the fact that these CDW end up in unauthorized places such as beaches or informal dumps, seriously affecting the environment. There is also a total lack of knowledge of the regulations that control the environmental aspects related to the final disposal of CDW and, especially, of the possibilities for improvement offered by the current regulations, such as those related to recycling and reuse. Based on the above, literature review has allowed to verify Peruvian regulatory aspects related to construction activities and the disposal of CDW, to then address its relationship with circular economy and sustainability. Consequently, the solution of the problem that propose ART CONCRETO focusing on the possibility of reusing the CDWs under the regulatory authorization and the development of a business idea oriented to sustainability, consists in giving value to such CDWs through the process of recycling and reuse of its components contributing to Peruvian circular economy.
