Procesos de mejora a la Gestión de la Tesorería en el marco de la Política Nacional de Modernización en el Ministerio de Justicia y Derechos Humanos: análisis del periodo 2014-2017

Abstract
La presente investigación describe y analiza los procesos de mejora a la
Gestión de la Tesorería en el marco de la implementación de la Política Nacional
de Modernización de la Gestión Pública en el Ministerio de Justicia y Derechos
Humanos -MINJUS- entre el periodo 2014-2017. Durante el desarrollo del trabajo
se identifica la importancia que representa implementar Políticas de Estado que
orienten la modernización de la gestión pública. Si bien esta investigación
presenta antecedentes académicos de ámbito nacional e internacional sobre el
análisis de la Tesorería Gubernamental y la modernización de la Gestión Pública;
la mayoría de estos han sido orientados al tema de control interno y
Simplificación Administrativa. La investigación realizada destaca su importancia
a nivel metodológico, y propone aportar conocimiento al funcionamiento de la
Gestión de la Tesorería del Sector Público y sus procesos de mejora entre los
años 2014 al 2017 con la perspectiva del personal operativo que participo en
dicho proceso.
Así, se propone como hipótesis que el MINJUS ha implementado
mejoras en los procesos de la Gestión de la Tesorería que han permitido cambios
significativos en las actualizaciones de instrumentos de gestión en coordinación
con los responsables de la Tesorería. Por su parte, la Dirección General de
Endeudamiento y Tesoro Público del Ministerio de Economía y Finanzas, órgano
rector del Sistema Nacional de Tesorería, ha implementado mejoras en los
procesos de pagaduría y captación de ingresos a través del uso intensivo de
TICs. Por ello, se concluye que los lineamientos establecidos por la Secretaria
Gestión Pública de la Presidencia de Consejo de Ministros han permitido que se
implemente la Gestión por Procesos en el MINJUS. El análisis realizado toma en
consideración los aportes teóricos sobre la Nueva Gestión Pública, Políticas
Públicas, Reforma del Estado y el método Kaizen o Mejora Continua.
The research describes and analyzes the improvement processes in Treasury Management within the framework of the implementation of the "National Policy for Modernization of Public Management" in the "Ministry of Justice and Human Rights" -MINJUS- between the period 2014 -2017. During the development of the work, it identifies the importance of implementing State Policies that guide the "modernization of public management." Although this investigation presents "academic antecedents of national and international scope" on the analysis of the Government Treasury and the modernization of the Public Management; Most of these have been oriented to internal control and Administrative Simplification issues. The research carried out highlights its importance at a methodological level, and proposes to contribute knowledge to the operation of the Public Sector Treasury Management and its improvement processes between 2014 and 2017 from the perspective of the operational staff who participated in said process. For this reason, it is proposed as a hypothesis that the MINJUS has implemented improvements in the Treasury Management processes that have allowed significant changes in the updates of management instruments in coordination with those responsible for the Treasury. For its part, the General Directorate of Indebtedness and Public Treasury of the Ministry of Economy and Finance, rector of the National Treasury System, has implemented improvements in the processes of payment and collection of income through the intensive use of TICs. Consequently, it is concluded that the guidelines established by the Public Management Secretariat of the Presidency of the Council of Ministers have allowed Process Management to be implemented in MINJUS. The analysis carried out takes into consideration the theoretical contributions about the New Public Management, Public Policies, State Reform and the Kaizen method or Continuous Improvement
