Abstract
El plan estratégico de “Refinería del Norte” 2015-2020, plantea como
objetivos a largo plazo dos grandes retos para su gestión: modernizar su complejo
industrial y retornar a todas las fases del negocio petrolero, en particular a la
exploración y explotación de crudo, de esa forma garantizará la seguridad energética
del país tal como lo hace el resto de las naciones con producción petrolera que
invierten, desarrollan y fortalecen sus empresas estatales de hidrocarburos.
El retorno a la explotación de petróleo constituye un paso fundamental para la
integración vertical, implicaría acceso a la renta petrolera en un plazo relativamente
corto, lo que representa un claro beneficio para la rentabilidad y fortalecimiento de
Refinería del Norte.
El impacto que tendrá Refinería del Norte al modernizar su planta y producir
combustibles con bajo contenido de azufre (50 ppm) contribuirá a preservar la
calidad del aire y mejorar la salud pública ayudando a reducir la frecuencia de las
enfermedades respiratorias disminuyendo los gastos por salud y atención
hospitalaria de los peruanos, asimismo generará múltiples beneficios económicos
para el país y asegurará la producción y abastecimiento de combustibles nacionales
disminuyendo las importaciones, por lo tanto la inversión para modernizar el
complejo refinero que asciende aproximadamente a los US $ 3500 millones de
dólares rebasan los costos de inversión.
The strategic plan " North Refinery " 2015-2020 , presented as long-term goals two major challenges for management : modernizing its industrial complex and return to all phases of the oil business , particularly in the exploration and exploitation of crude oil , thus ensure the energy security of the country as it does the rest of the oil production nations that invest , develop and strengthen their state oil companies .
