Propuesta de mejora de la intervención del Ministerio de Desarrollo e Inclusión Social en la gestión de conflictos sociales: creación de una unidad de diálogo en el Ministerio de Desarrollo e Inclusión Social

Resumen
Desde el retorno a la democracia en el Perú en el año 2001 en adelante, se establecieron
políticas para promover la inversión principalmente en industrias extractivas, generando
por un lado un crecimiento económico y por otro una serie de movilizaciones y demandas
de las poblaciones principalmente de zonas de pobreza y pobreza extrema quienes son
afectadas directamente por este tipo de proyectos, decantando en conflictos sociales por
demandas desatendidas que requirieron la intervención del Estado y que generaron la
aparición de unidades de diálogo desde el Ejecutivo, que se encuentran vigentes a la
actualidad.
La presente propuesta de innovación, sustentada con un diagnóstico cuantitativo y
cualitativo, evidencia la necesidad de incorporar el enfoque de prevención y gestión de
conflictos sociales en la intervención de un sector clave en el cierre de brechas en atención
a población vulnerable y de pobreza y pobreza extrema como el Ministerio de Desarrollo e
Inclusión Social, mostrando que contar con una oficina de diálogo y sostenibilidad en el
sector enriquecerá su aproximación en territorio y permitirá la atención a poblaciones
vulnerables desde un enfoque estratégico en el que los conflictos se convierten en
oportunidad de desarrollo, a partir de una articulación con actores locales, pasando de un
sector enfocado en prestar servicios a uno que busca la inclusión social, en el marco de la
Política Nacional de desarrollo e inclusión social al 2030.
Since the return to democracy in Peru in 2001, different policies were established to promote investment, mainly in extractive industries. Generating economic growth on one hand and on the other a series of mobilizations and demands from populations, mainly in areas of poverty and extreme poverty who are directly affected by this type of project. Leading to social conflicts due to unattended demands that required the intervention of the State and that generated the appearance of dialogue units from the Executive, which are still in force today. This innovation project, based on both a qualitative and quantitative diagnosis, shows the need to incorporate the approach of prevention and management of social conflicts in the intervention of a key sector in closing gaps in care for vulnerable populations and those in extreme poverty, such as the Ministry of Development and Social Inclusion. Showing that having an office of dialogue and sustainability in this sector will enrich its approach in the territory and will also allow care for vulnerable populations from a strategic approach, in which conflicts become an opportunity for development, based on an articulation with local actors. Moving from a sector focused on providing services to one that seeks social inclusion, within the framework of the National Policy for development and social inclusion to 2030.
