Abstract
El presente trabajo de investigación está orientado a proponer mejoras en el modelo de
compras sostenibles de Enel y en desarrollar una metodología para determinar la ponderación
del componente de sostenibilidad en los concursos de licitación, que actualmente se ha
desarrollado en base a criterios subjetivos. Esta mejora consiste en desarrollar los criterios
para determinar la ponderación del componente de sostenibilidad, factor K, el cual debe estar
alineado al cumplimiento de algún objetivo de desarrollo sostenible. Esto llevará a una mejor
alineación de los procesos de compras a la sostenibilidad. En la medida que este modelo se
implemente se tendrá prontitud en seleccionar propuestas con mayor impacto en
sostenibilidad en las futuras licitaciones.
Este modelo busca mejorar el desempeño de las competencias de los proveedores en
cuanto a sostenibilidad, impulsando a los proveedores a mantener el enfoque de
sostenibilidad a través del tiempo, lo cual permite el desarrollo de una mayor cantidad de
proveedores sostenibles. Como beneficios para Enel se tiene a futuro trabajarán con
proveedores con alto nivel de madurez en gestión de sostenibilidad lo que mitigará riesgos
relacionados a malas prácticas de proveedores que generen impactos ambientales o sociales
negativos, mejorará o mantendrá la reputación de marca de Enel y generará ahorros futuros
ahorros operativos debido a buenas prácticas, tales como: economía circular, reciclaje,
reutilización y/o reducción, que implementen los proveedores y que los lleve a reducir
precios para Enel
En este trabajo se comparan los valores obtenidos durante el desarrollo de
simulaciones de concursos de proveedores y los cálculos con diferentes niveles de inversión,
para determinar el más adecuado de acuerdo a las probabilidades de elección de las
propuestas. Finalmente, se brindan recomendaciones en base al resultado de la consultoría.
This investigation work is oriented to propose improvements in Enel's sustainable procurement model and to develop a methodology to determine the weighting of the sustainability component in bidding tenders, which currently has been developed based on subjective criteria. This improvement consists of developing the criteria to determine the weighting of the sustainability component, factor K, which must be aligned to the fulfillment of a Sustainable Development Goal. This will lead to a better alignment of procurement processes to sustainability. To the extent that this model is implemented, proposals with a greater impact on sustainability will be promptly selected in future tenders. This model seeks to improve the performance of suppliers' competencies in terms of sustainability, encouraging suppliers to maintain the sustainability focus over time, which allows the development of a greater number of sustainable suppliers. The benefits for Enel are that in the future they will work with suppliers with a high level of maturity in sustainability management, which will mitigate risks related to bad supplier practices that generate negative environmental or social impacts, improve or maintain Enel's brand reputation and generate future operational savings due to good practices, such as: circular economy, recycling, reuse and/or reduction, implemented by suppliers and that lead them to reduce prices for Enel. Finally, recommendations are provided based on the result of the consultancy.
