Abstract
La presente investigación tiene por objetivo analizar los factores potenciales y limitantes
en el fortalecimiento de capacidades de la agricultura familiar en el marco de la ejecución
del cuarto componente del proyecto resurgiendo, ejecutado por la ONG CAPLAB,
tomando el caso de los agricultores productores de Palto Hass en Chincha y Pisco –
Ica; examinando la implementación del proyecto, logros, desafíos, percepción y
valoración de los actores, a fin de obtener lecciones y proponer mejoras en la gestión
del proyecto. Para ello, se utilizó como forma de investigación la estrategia metodológica
cuantitativa y cualitativa, una muestra elegida mediante el método probabilístico
aleatorio simple y no probabilístico donde el criterio de selección fue por conveniencia y
tres técnicas para levantar la información: encuestas, entrevistas semiestructuradas y
revisión bibliográfica. En función a cuatro variables que competen a la gestión, logros,
desafíos, percepción y valoración. Como resultado se encontró que la capacidad de
gestión fue débil en la etapa de diseño del proyecto, la misma que se puede evidenciar
en el marco lógico, programación y presupuesto formulado; ya durante la etapa de la
planificación estás no tenia un enfoque integral, pero ha ido mejorando progresivamente
durante la etapa de ejecución del proyecto además podemos atribuir que la unidad
ejecutora y los aspectos transversales se han desarrollado adecuadamente, como la
comunicación, la sostenibilidad, la evaluación y el liderazgo. Así mismo son tres los
principales logros obtenidos; el primero compete a las nuevas capacidades
desarrolladas como base para fortalecer la resiliencia y creación de medios de vida
dignos; el segundo logro se relaciona a la puesta en marcha de asociaciones y
cooperativas con lideres capacitados y herramientas de gestión implementadas y
finalmente como tercer logro fue la adopción de buenas prácticas agrícolas y protocolos
de bioseguridad como estrategia para asegurar los procesos productivos en el contexto
de COVID-19. De otro lado fueron dos los desafíos pendientes por superar; el primero
refiere a la limitada consolidación de la producción y comercialización asociada en el
mercado local con beneficio colectivo y en segundo lugar la baja productividad y calidad
con sistemas productivos y prácticas agrícolas de alto costo, insostenibles y poco
amigables con el medio ambiente. Del mismo modo la percepción y valoración de los
principales actores involucrados como los productores, funcionarios municipales y
responsables del proyecto en referencia al desarrollo de capacidades muestran una
actitud positiva como resultado de esta destacando la comunicación, la coordinación,
sinergias logradas, aprendizajes y el esfuerzo del equipo del proyecto.

We can also attribute that the executing unit and cross-cutting aspects have developed adequately, such as communication, sustainability, evaluation and leadership. Likewise, there are three main achievements obtained; the first concerns the new capacities developed as a basis for strengthening resilience and creating decent livelihoods; The second achievement is related to the start-up of associations and cooperatives with trained leaders and implemented management tools and finally, the third achievement was the adoption of good agricultural practices and biosafety protocols as a strategy to ensure production processes in the context of COVID. -19. On the other hand, there were two pending challenges to overcome; The first refers to the limited consolidation of production and associated marketing in the local market for collective benefit, and secondly, low productivity and quality with high-cost, unsustainable, and environmentally unfriendly production systems and agricultural practices.
