Factores que contribuyeron al éxito del proyecto “Promoción de una agricultura sostenible y autosustentable en la microcuenca del Huchuymayo, distrito de Quiquijana, Cusco” como oportunidad de réplica en comunidades andinas

Abstract
La gerencia social plantea interpelar las formas tradicionales de concebir la gestión
pública y privada de los programas y proyectos con el propósito de identificar oportunidades
de mejora en futuras intervenciones y, de esa manera, contribuir a la efectividad de estas
iniciativas. En esta línea, la investigación sistematiza la experiencia del proyecto “Promoción
de una Agricultura Sostenible y Autosustentable en la Microcuenca del Huchuymayo, distrito
de Quiquijana, Cusco”, desde un enfoque territorial. Con esta base, se ha estudiado los
factores que facilitaron el éxito del proyecto ejecutado por la ONG CCAIJO, para lo cual se ha
buscado: a) conocer la percepción de las familias participantes y del equipo ejecutor del
proyecto sobre los contenidos y las acciones del mismo, b) describir de qué manera las
estrategias facilitaron el logro de las metas del proyecto y c) analizar en qué medida la
modificación de los contenidos del proyecto original contribuyó al logro de los objetivos. La
información fue recogida a través de métodos cualitativos, utilizando instrumentos como las
entrevistas, los grupos de discusión y la observación directa no participante. Los hallazgos
arrojaron que los factores decisivos para el éxito del proyecto fueron: la cogestión entre
actores públicos, actores privados y actores comunitarios; la existencia de un sistema de
monitoreo permanente y la selección del equipo ejecutor con pertinencia cultural. En este
contexto, la agricultura autosostenible se configura como una propuesta integral y
descentralizada en términos económicos, sociales, ambientales y culturales; que utiliza
estrategias eficaces como el enfoque territorial e intercultural y la gestión cooperativa y
sostenible de los recursos existentes.
Social management proposes a questioning of the traditional ways of conceiving public and private management of programs and projects. To this purpose, this research systematizes the experience of the project "Promotion of Sustainable and Self-supporting Agriculture in the Huchuymayo Micro-watershed, Quiquijana district, Cusco", from a territorial approach. On this basis, we studied the elements that allowed for the project executed by CCAIJO, a Peruvian NGO, to be successful, and sought the following elements: a) to know the perception of the participating families and the project executing team about the contents and actions of this project, b) to describe how the strategies allowed for the achievement of the project goals and c) to analyze to what extent the modification of the contents in the original project contributed to the achievement of the objectives. The information was collected through qualitative methods, using instruments such as interviews, discussion groups and direct non participant observation. The findings showed that the decisive factors for the success of the project were the co-management between public actors, private actors and community actors; the existence of a permanent monitoring system and the selection of the executing team with cultural relevance. In this context, self-sustainable agriculture is presented as a comprehensive and decentralized option in economic, social, environmental and cultural terms; which uses effective strategies such as the territorial and intercultural approach and the cooperative and sustainable management of existing resources.
