Diagnóstico del estado de la gestión con enfoque de responsabilidad social empresarial en las empresas del sector minero de la Región Cajamarca

Abstract
La Responsabilidad Social Empresarial (RSE) ha evolucionado desde un comportamiento reactivo motivado por la potencial pérdida de prestigio, utilidades y sostenibilidad de las empresas, a un comportamiento proactivo donde la RSE se gestiona, involucra a todos sus Stakeholders y forma parte de la estrategia empresarial. Según diversos autores la gestión empresarial es un conjunto de actividades que tienen por objetivo incrementar la productividad y competitividad de una empresa para garantizar su sostenibilidad, por lo tanto un diagnóstico del estado de la gestión con enfoque de RSE debe ser considerado como el primer paso para una gestión eficiente.
Un diagnóstico del estado de la gestión con enfoque de RSE en las empresas mineras de la región Cajamarca, resulta de mucha utilidad debido a que la minería es una de las actividades económicas de mayor impacto en el país y porque además en Cajamarca se tiene un conjunto importante de conflictos socioambientales pasivos y latentes. Bajo esta premisa se ha definido como propósito para la presente investigación conocer el estado de la gestión con enfoque de RSE en las empresas del sector minero en la región Cajamarca.
Dado que no hay estudios previos en el sector minero y región Cajamarca, se desarrolló una investigación de tipo no experimental, descriptiva y de enfoque cuantitativo, para esto se aplicó un cuestionario a un grupo de 26 informantes de cinco empresas del sector minero de la región Cajamarca, basado en los Indicadores de Ethos-Perú 2021 de RSE, a fin de identificar el estado de la gestión en los siguientes factores: (a) valores, la transparencia y el gobierno corporativo, (b) público interno, (c) medio ambiente, (d) proveedores, (e) consumidores y clientes, (f) comunidad, y (g) gobierno y sociedad.
El principal resultado es haber identificado que el estado de la gestión con enfoque de RSE en las empresas del sector minero de la región Cajamarca se encuentra en la etapa dos, lo que significa una etapa intermedia de acciones, es decir una etapa de transición desde mantener una postura defensiva frente a las exigencias legales, hacia la incorporación de sus prácticas en la estrategia del negocio. En efecto, a nivel global dos empresas mineras se encuentran en la Etapa 3 y las otras tres empresas se ubican en la Etapa 2.
Finalmente y para mejorar el estado de la gestión con enfoque de RSE se recomienda adaptar políticas y estándares de gestión de RSE de clase mundial a todos los procesos y en todos los niveles de la organización, como la aplicación de la norma ISO 26000, la planeación a largo plazo y la medición a través de indicadores de desempeño integral a nivel económico, ambiental y social, como la Iniciativa de Reporte Global (GRI)
Corporate Social Responsibility (CSR) has evolved from a reactive behavior motivated by the company’s potential loss of prestige, profits and sustainability to a proactive behavior where CSR is managed, involving all stakeholders, and is part of the business strategy. According to several authors, the business management is a set of activities that aim to increase the company’s productivity and competitiveness in order to ensure its sustainability, therefore, a diagnosis of the management status with CSR approach shall be considered as the first step for an efficient management. A diagnosis of the management status with CSR approach in mining companies in Cajamarca is very useful since mining is one of the economic activities of greatest impact in the country and because there are also many inactive and latent socio-environmental conflicts in Cajamarca. Under this premise, the purpose of this research is to know the management status with CSR approach in mining companies in Cajamarca. Since there are no previous studies in the mining area and in Cajamarca, a non-experimental, descriptive and quantitative research was developed, so a questionnaire was applied to a group of 26 informants who work in five mining companies in Cajamarca, based on the Ethos-Peru 2021 CSR Indicators, in order to identify the management status on the following factors: (a) values, transparency and corporate governance, (b) internal public, (c) environment, (d) suppliers, (e) consumers and customers, (f) community and (g) government and society. The main result is that the management status with CSR approach in mining companies in Cajamarca was identified in Phase two, which means an intermediate phase of actions, i.e., a transition phase from maintaining a defensive posture against legal requirements, towards incorporating their practices in the business strategy. Indeed, two mining companies are in Phase 3 and the other three companies are in Phase 2 at a global level. Finally, world-class CSR management policies and standards should be adapted to all processes and at all levels of the organization, such as the use of the ISO 26000, the long-term planning and the measurement through performance indicators at an economic, environmental and social level, such as the Global Reporting Initiative (GRI) in order to improve the management status with CSR approach
