Abstract
La experiencia que se presenta es la elaboración del estudio de la línea de base
del Programa de Generación de Ingresos Agropecuarios (PGIA en adelante) del
Organismo No Gubernamental ADRA OFASA. El fin de este programa, es garantizar
el acceso y la disponibilidad suficiente de alimentos para las familias que el PGIA
atiende. Estos conceptos, disponibilidad y acceso estarían haciendo referencia a
indicadores concretos pero relacionados con las metas de producción y ventas que el
PGIA promueve. La experiencia hace el esfuerzo por problematizar la ejecución de la
línea de base y tomarla como un instrumento de la gestión del proyecto y no solo para
medir los indicadores que muestra. Si bien el propósito de una línea de base es
realizar la medición, también podemos emplearla como instrumento de gestión, si la
consideramos como una herramienta dentro del sistema de ejecución del proyecto.
La línea de base realizada cumplió su rol como elemento de medición de los
indicadores seleccionados, se empleó para las comparaciones realizadas en la
evaluación intermedia y en la evaluación de impacto del programa.
La idea de cómo desarrollarla como instrumento de gestión se presenta a nivel
de propuesta, en el ámbito del deber ser o de lo que pudo ser. En sí se busca presentar
una reflexión metodológica para incorporar en la línea de base otros elementos para
considerarla una herramienta de gestión a emplear.
The experience presented is the development of the study of the baseline of the Agricultural Income Generation Program (PGIA hereinafter) of the Non-Governmental Organization ADRA OFASA. The purpose of this program is to guarantee access and sufficient availability of food for the families served by the PGIA. These concepts, availability and access would be referring to specific indicators but related to the production and sales goals that the PGIA promotes. Experience makes the effort to problematize the execution of the baseline and take it as an instrument of project management and not only to measure the indicators it shows. Although the purpose of a baseline is to perform the measurement, we can also use it as a management tool, if we consider it as a tool within the project execution system. The baseline fulfilled its role as a measurement element of the selected indicators, it was used for the comparisons made in the mid-term evaluation and in the impact evaluation of the program. The idea of how to develop it as a management instrument is presented at the proposal level, in the field of duty to be or what could be. It seeks to present a methodological reflection to incorporate other elements into the baseline to consider it a management tool to be used.
