La sistematización de la experiencia de capacitación a jóvenes sobre monitoreo y vigilancia ambiental en el 2024 por parte del subcomité del distrito Santiago de Chuco-La Libertad como herramienta de comunicación estratégica para fortalecer la participación comunitaria en la defensa del medio ambiente

Resumen
Desde una mirada de Comunicación para el Desarrollo, la presente investigación responde al
interés de identificar procesos colectivos en los que los recursos comunicativos adquieren un
carácter estratégico para potenciar la defensa del medio ambiente y la promoción de los
derechos humanos. Asimismo, la investigación responde a la motivación de revalorizar formas
de organización comunitarias para la defensa de los derechos humanos y ambientales que, en
el contexto actual, son invisibilizadas y criminalizadas por diferentes actores sociales, entre
ellos, el propio Estado peruano.
Por ello, se plantea como objetivo analizar de qué manera la sistematización de experiencias
puede convertirse en una herramienta de comunicación estratégica que incentive la
participación comunitaria para la defensa del medio ambiente, tomando como base la
experiencia de las capacitaciones de monitoreo y vigilancia ambiental que brinda el subcomité
del distrito de Santiago de Chuco, ubicado en la provincia de La Libertad.
De esa manera, para alcanzar el objetivo propuesto, la presente investigación ha elaborado un
exhaustivo marco teórico, y un trabajo de campo en el cual se realizaron 2 talleres presenciales;
7 entrevistas a profundidad semiestructuradas; y un levantamiento de información a través de
la revisión de documentos del subcomité de monitoreo y vigilancia ambiental del distrito en
mención.
Como principal conclusión de la investigación se puede afirmar que la elaboración de una
sistematización de la experiencia señalada se consolida como una herramienta de comunicación
de carácter estratégico fundamental para generar narrativas y estrategias que contribuyan a
visibilizar la labor del subcomité; y sensibilizar y concientizar a la población del distrito sobre
la importancia de la defensa del agua y los derechos humanos. Esto debido a que la
sistematización, a partir de la reconstrucción de la experiencia, permite evaluar diferentes
elementos negativos y positivos a nivel interno y externo de la experiencia, y, a partir de ello,
elaborar estrategias de comunicación efectivas.
From a Communication for Development perspective, this research responds to the interest in identifying collective processes in which communicative resources take on a strategic role to strengthen environmental defense and the promotion of human rights. Likewise, the study is driven by the motivation to revalue community-based forms of organization for the defense of human and environmental rights, which, in the current context, are often silenced and criminalized by various social actors, including the Peruvian State itself. Therefore, the objective of this research is to analyze how the systematization of experiences can become a strategic communication tool that encourages community participation in the defense of the environment, based on the experience of environmental monitoring and surveillance training provided by the subcommittee of the Santiago de Chuco district, located in the province of La Libertad. In order to achieve this objective, the research developed a comprehensive theoretical framework and conducted fieldwork that included two in-person workshops; seven semistructured in-depth interviews; and the collection of information through the review of documents from the environmental monitoring and surveillance subcommittee of the aforementioned district. The main conclusion of this research is that the systematization of the described experience is consolidated as a fundamental strategic communication tool to generate narratives and strategies that help make the subcommittee’s work more visible, while also raising awareness among the district’s population about the importance of protecting water and human rights. This is because systematization, through the reconstruction of the experience, allows for the evaluation of both internal and external strengths and weaknesses, and based on that, the development of effective communication strategies.
