Resumen
La Dirección de Educación Continua (DEC) de la Pontificia Universidad Católica del Perú
(PUCP) se desenvuelve en un contexto educativo cada vez más competitivo y en constante
cambio debido a tendencias como el aprendizaje a lo largo de la vida y la inteligencia
artificial. En este contexto, las universidades están llamadas a renovar su propuesta de
educación continua para responder a las necesidades de los profesionales, organizaciones y la
sociedad en general. Esta tesis de consultoría empresarial se desarrolló con el objetivo de
fortalecer la gestión estratégica y operativa de la DEC a fin de contribuir con el cumplimiento
de sus metas institucionales hacia el 2027. El estudio parte de un diagnóstico integral que
utiliza herramientas como el análisis PESTE, las matrices EFE y EFI y el modelo AMOFHIT.
A partir de ello, se identificó como problema principal la limitada planificación estratégica
unificada y la ausencia de mecanismos efectivos de control presupuestal sobre las unidades
organizativas de educación continua (UOEC). En este escenario, la DEC se encuentra
limitada en su capacidad para consolidar una oferta educativa eficiente, sostenible y alineada
con los objetivos institucionales de la PUCP.
La solución propuesta incluye tres líneas de acción que se refuerzan mutuamente: la
creación de equipos de trabajo y cooperación interunidades; el diseño e implementación de
un sistema de planificación y control presupuestal; y la optimización de procesos y eficiencia
operativa de las UOEC. Como resultado de la implementación se proyecta una mejora
significativa en la eficiencia de la gestión presupuestal, el fortalecimiento en la capacidad de
planificación conjunta y una mayor coherencia entre los objetivos de la DEC y las actividades
desarrolladas por las UOEC.
The Dirección de Educación Continua (DEC) of the Pontificia Universidad Católica del Perú (PUCP) operates in an increasingly competitive and constantly changing educational environment due to trends such as lifelong learning and artificial intelligence. In this context, universities are called upon to renew their continuing education offerings to respond to the needs of professionals, organizations, and society at large. This business consulting thesis was developed with the objective of strengthening the strategic and operational management of the DEC in order to contribute to the fulfillment of its institutional goals by 2027. The study is based on a comprehensive diagnosis that uses tools such as the PESTE analysis, the EFE and EFI matrices, and the AMOFHIT model. Based on this, the main problems identified were limited unified strategic planning and the absence of effective budgetary control mechanisms for continuing education organizational units (UOEC). In this scenario, the DEC is limited in its capacity to consolidate an efficient and sustainable educational offering aligned with PUCP's institutional objectives. The proposed solution includes three mutually reinforcing lines of action: the creation of inter-unit cooperation and work teams; the design and implementation of a budget planning and control system; and the optimization of processes and operational efficiency of the UOECs. As a result of its implementation, a significant improvement in the efficiency of budget management, a strengthening of joint planning capacity, and greater coherence between the objectives of the DEC and the activities carried out by the UOECs are projected.
