Abstract
La Norma Técnica de la Calidad de los Servicios Eléctricos y otras normas
complementarias establecen los estándares de calidad del suministro eléctrico
urbano en media tensión así como las compensaciones por su afectación. En caso
el prestador del servicio infrinja las citadas normas al brindar un mal servicio este
debe realizar un pago por compensación al usuario afectado. La presente investigación determina mediante un modelo econométrico la influencia del Valor Agregado de Distribución (VAD), el pago por compensaciones a los usuarios y el tipo de propiedad de la empresa regulada en la calidad del suministro eléctrico. El modelo utilizado es de efectos fijos y el estimador empleado es el LSDV (Least Square Dummy Variable), considerando los factores de la calidad: SAIFISAIDI. La evidencia empírica en el periodo de estudio (2010-2016) muestra que el mecanismo de pagos por compensación no es el mejor medio disuasivo para que las empresas mejoren la calidad del suministro, en tanto que el Valor Agregado de Distribución (VAD) y el tipo de propiedad de la empresa suministradora, en forma relativa, son incentivos para mejorar la calidad del suministro eléctrico
The Technical Standard for the Quality of Electric Services (NTCSE) and other complementary standards establish the quality standards of the urban electrical supply in medium voltage as well as the compensations for their affectation. In case the service provider infringes the aforementioned rules when providing a bad service, he must make a payment for compensation to the affected user. The present investigation determines by means of an econometric model the influence of the Added Value of Distribution (VAD), the payment by compensations to the users and the type of property of the company regulated in the quality of the electrical supply. The model used is of fixed effects and the estimator used is the LSDV (Least Square Dummy Variable), considering the factors of quality: SAIFISAIDI. The empirical evidence in the study period (2010-2016) shows that the mechanism of compensation payments is not the best deterrent for companies to improve the quality of supply, while the Value Added Distribution (VAD) and the type of property of the supplying company, in a relative manner, are incentives to improve the quality of the electricity supply
