Percepción de profesionales sobre gestión de licencia social en la industria extractiva minera peruana

Abstract
El propósito de la presente investigación es el conocer la percepción de
diversos profesionales respecto a la gestión de la Licencia Social en las actividades
extractivas mineras en el Perú. Con ese objetivo, los aspectos relevantes en el presente
trabajo se relacionan a: (i) conocer la relación actual entre los actores Estado,
empresa y comunidad en la gestión de la licencia social en el Perú, (ii) identificar cuál
es el rol de cada uno de los actores Estado, empresa y comunidad en la gestión de la
licencia social en el Perú, e (iii) Identificar las acciones que se realizan en la gestión
de la licencia social, basado en una relación de legitimidad, credibilidad, y confianza
entre los actores.
Mediante la aplicación de entrevistas, y teniendo como marco teórico al
Modelo de LSO de Ian Thomsom y Robert Boutilier, se identificaron los siguientes
hallazgos: (i) el establecer una comunicación integral de manera clara, directa y
sencilla con la Comunidad, es un factor que permitirá resolver dudas y disipar los
miedos respecto a los proyectos de inversión minera. (ii) la aparición de terceros
interesados, por lo general, entorpecen el proceso con su accionar debido a la escasa
participación o ausencia de alguno de los actores que intervienen en el proceso, y (iii)
se evidencia la importancia de un reforzamiento de capacidades y la exigencia de una
mayor participación por parte del Estado en la gestión de la licencia social.
Finalmente, el resultado del análisis permite conocer el nivel de Licencia
Social en el que se encuentran las actividades extractivas mineras del Perú desde la
percepción de los profesionales entrevistados, siendo éste el de “Aceptación”.
The purpose of this research is to understand the perception of different professionals regarding the management of the Social License in extractive mining activities in Peru To this end , the relevant aspects in this paper relate to: ( i ) map the relationship between state actors , business and community in the management of social license in Peru , ( ii ) identify what is the role of each state actors , business and community in the management of social license in Peru , and ( iii ) Identify actions taken in managing the social license, based on a relationship of legitimacy , credibility, and trust among actors. By applying interviews and as a theoretical framework to model LSO Ian Thomson and Robert Boutilier , the following findings were identified: ( i) establish a comprehensive communication clear, direct and easy manner with the Community , is a factor it will resolve doubts and allay fears regarding mining investments . ( ii ) the emergence of third parties , usually hinder the process with their actions due to low participation or absence of any of the actors involved in the process, and ( iii ) evidenced the importance of strengthening capacity and the need for greater participation by the State in the management of social license. Finally , the analysis result allows to know the level of Social License found in extractive mining activities in Peru from the perception of the interviewed professionals , being the "Acceptance ".
