Abstract
El presente trabajo de investigación se enfoca en el análisis del impacto social y laboral
que generó la implementación de un Sistema de Empleo Local, en la Comunidad
Campesina de Orcopampa en la provincia de Arequipa, en la región de Castilla; el
propósito de este estudio es recoger la percepción de los actores y los factores que
tuvieron algún impacto debido a su implementación. Incorporar el factor social al
procedimiento de selección, generó que la comunidad adoptara un rol activo y con ello
se creó un nuevo modelo de relacionamiento y participación.
Para realizar el análisis se planteó una investigación cualitativa, que recogió información
tanto de los actores participes de la empresa como de la comunidad, acerca de
indicadores de desarrollo empresarial y comunal que cambiaron desde la
implementación del procedimiento.
En los hallazgos encontrados en el trabajo se puede reconocer que, el Sistema de
Empleo local, generó mayor acceso al trabajo decente, mas no optimizó ningún otro
indicador de desarrollo de la población; la percepción de la empresa y la percepción de
los comuneros fue positiva ya que se generaron, gracias al trabajo conjunto y la
participación de la comunidad, mayor accesibilidad de trabajo en la zona.
“El trabajo ya no es un favor” expresión de uno de los comuneros de la zona, donde se
reconoce que se ha creado un mecanismo por parte de la empresa, que respeta la
priorización de contratación local y donde el comunero asume ser responsable de su
propio proceso de selección.
This research work focuses on the analysis of the social and labor impact generated by the implementation of a Local Employment System, in the community of Orcopampa in the province of Arequipa, in the region of Castilla. The purpose of this study is to collect the perception of the actors and the factors that had an impact due to its implementation. Incorporating the social factor into the selection procedure led the community to adopt an active role and with this a new relationship and participation model was created. To carry out the analysis, a qualitative investigation proposed, which collected information from both the participating actors of the company and the community, about indicators of business and community development that changed since the implementation of the procedure. In the findings found in the work, it recognized that the local Employment System generated greater access to decent work, but did not improve any other indicator of population development. The perception of the company and the perception of the community members was positive since, thanks to the joint work and the participation of the community, greater accessibility to work in the area was generate. "Work is no longer a favor" expression of one of the community members of the area, where it is recognized that a mechanism has been created by the company, which respects the prioritization of local hiring and where the community member assumes responsibility for their selection process itself.
