Análisis estratégico del Plan Institucional 2024 – 2028 de la Universidad Privada Antenor Orrego: Desafíos y oportunidades

Resumen
El presente trabajo de investigación se centra en la aplicación de una herramienta de
diagnóstico estratégico llamada Modelo del Octógono para analizar el Plan Estratégico
Institucional (PEI) 2024–2028 de la Universidad Privada Antenor Orrego (UPAO). El
Octógono permite realizar un diagnóstico integral desde la perspectiva antropológica,
examinando dimensiones humanas, éticas y culturales que sustentan la estrategia.
La Universidad ha venido realizando el ejercicio de planificación institucional de manera
consciente y organizada; sin embargo, existen puntos importantes que se han tocado de
manera superficial; los procesos que se requieren para la operatividad de los planes son largos
y engorrosos, y no se ha podido formar una cultura institucional alineada con el pensamiento
Orrego como se indica en el Plan Estratégico Institucional de la Universidad (PEI).
El objetivo principal de esta investigación es evaluar el PEI de la Universidad; desde una
perspectiva antropológica; identificando brechas y determinando la capacidad de afrontar los
desafíos del entorno y responder a las necesidades de la comunidad universitaria, generando
aprendizajes aplicables a otras instituciones similares.
Finalmente, los resultados evidencian que no basta con poseer un PEI estructuralmente sólido
si no se tiene una adecuada articulación entre la estrategia y la gestión operativa. La
aplicación del Modelo del Octógono permitió revelar de forma sencilla tres desafíos
importantes: la centralización en la toma de decisiones, limitaciones para una cultura de
innovación, ausencia de mecanismos de reconocimiento e incentivos.
This research focuses on applying a strategic diagnostic tool called the Octagon Model to analyze the Institutional Strategic Plan (PEI) 2024–2028 of the Universidad Privada Antenor Orrego (UPAO). The Octagon Model enables a comprehensive diagnosis from an anthropological perspective, examining the human, ethical, and cultural dimensions that support organizational strategy. The University has been carrying out institutional planning consciously and systematically; however, several aspects have been addressed only superficially. The operational processes required to implement the plans are long and cumbersome, and an institutional culture fully aligned with Orrego’s humanist philosophy, as stated in the University’s Strategic Plan, has not yet been consolidated. The main objective of this study is to evaluate the University’s PEI from an anthropological perspective—identifying existing gaps and determining its capacity to face environmental challenges and respond to the needs of the university community—thus generating lessons applicable to other similar institutions. Finally, the findings show that possessing a structurally sound PEI is insufficient if there is no proper alignment between strategy and operational management. The application of the Octagon Model revealed three significant challenges in a clear and practical way: centralization in decision-making, limitations in fostering an innovation culture, and the absence of recognition and incentive mechanisms.
