Promoción de los deberes y derechos de las juventudes en la gestión pública. El caso del proceso de consulta “Construyendo Alternativas desde las Juventudes” en 2023

Resumen
Como responsable de la ejecución del Servicio 5.2.3 de la Política Nacional de
Juventud, denominado "Asistencia técnica para la incorporación de medidas de
protección a favor de las y los jóvenes en situación de vulnerabilidad", implementado
como un curso dirigido a funcionarios y servidores públicos de gobiernos regionales y
locales, desarrollé una propuesta de mejora fundamentada en la aplicación de marcos
teóricos y metodológicos sociológicos. Esta experiencia profesional se materializó en
el diseño e implementación del proceso de consulta "Construyendo Alternativas desde
las Juventudes", ejecutado en las regiones de Arequipa, Cusco, Ucayali y Lima
Metropolitana con la participación de aproximadamente 700 jóvenes de Centros de
Educación Básica Alternativa y del Centro Juvenil Marcavalle. Dicho proceso permitió
identificar las limitaciones estructurales del modelo tradicional de capacitación vertical
y transitar hacia una metodología participativa que reconoce a los jóvenes como
sujetos de derecho con capacidad de agencia. La sistematización de los hallazgos
evidenció problemáticas específicas en educación, empleo, salud, discriminación y
participación ciudadana, las cuales fueron analizadas desde perspectivas teóricas de
Pierre Bourdieu, Manuel Castel, James Coleman, Robert Putnam, Roger Hart,
Amartya Sen, Henri Lefebvre y Anthony Giddens. Como resultado de esta experiencia
se elaboró la "Guía para la incorporación de medidas de protección de derechos de
las juventudes en situación de vulnerabilidad", instrumento metodológico que orienta
a gobiernos regionales en el diseño de planes de incidencia territoriales basados en
procesos de consulta juvenil. La experiencia demuestra cómo la incorporación de
enfoques sociológicos puede transformar la gestión pública territorial, contribuyendo
al desarrollo de políticas más efectivas, inclusivas y democráticas para juventudes en
situación de vulnerabilidad.
As the profesional responsable for implementing Service 5.2.3 of the National Youth Policy, entitled "Technical assistance for the incorporation of protection measures in favor of young people in vulnerable situations," I developed a comprehensive improvement proposal based on the application of sociological theoretical and methodological frameworks. This professional experience materialized in the design and implementation of the consultation process "Building Alternatives from Youth," executed in the regions of Arequipa, Cusco, Ucayali, and Metropolitan Lima with the participation of approximately 700 young people from Alternative Basic Education Centers and the Marcavalle Juvenile Center. The process allowed for the identification of structural limitations in the traditional vertical training model and facilitated a transition toward a participatory methodology that recognizes young people as subjects of rights with agency capacity. The systematization of findings evidenced specific problems in education, employment, health, discrimination, and citizen participation, which were analyzed from theoretical perspectives of Pierre Bourdieu, Manuel Castel, James Coleman, Robert Putnam, Roger Hart, Amartya Sen, Henri Lefebvre y Anthony Giddens. As a result of this experience, the "Guide for the incorporation of protection measures for the rights of youth in vulnerable situations" was developed, a methodological instrument that guides regional governments in designing territorial advocacy plans based on youth consultation processes. The experience demonstrates how the incorporation of sociological approaches can transform territorial public management, contributing to the development of more effective, inclusive, and democratic policies for youth in vulnerable situations.
