Abstract
La presente tesis tiene como objetivo principal desarrollar el Índice de Progreso Social
del distrito de Cutervo en la ciudad de Cajamarca, el cual está basado en tres dimensiones: (a)
Necesidades Básicas, (b) Fundamentos de Bienestar, y (c) Oportunidades, esta investigación
busca medir el desempeño social y ambiental del distrito, y con ello identificar las principales
áreas de acción en las que entidades del sector público y privado se podrán focalizar para su
desarrollo buscando mejorar la calidad de vida de sus habitantes.
La investigación tiene un enfoque de tipo cuantitativo mediante el cual se busca
encontrar los resultados del IPS, se basó en la recolección de datos mediante un cuestionario
brindado por la Social Progress Imperative y CENTRUM Católica aplicado a los jefes de
hogar del distrito, el cual fue dividido en cinco zonas. La información recolectada fue
procesada y analizada utilizando los programas estadísticos SPSS Statistics 24.0 y StataMP-
14, hallándose el Alpha de Cronbach y KMO para asegurar la consistencia interna y el ajuste
de los indicadores de los componentes de la herramienta IPS.
La medición realizada en el distrito de Cutervo dio como resultado un IPS de 38.09, el
cual lo ubicó a un nivel “Muy bajo”, con dimensiones caracterizadas por estar clasificadas
como Bajo y Extremo bajo; así también se demostró que sólo dos componentes: Agua y
saneamiento básico y Tolerancia e Inclusión muestran indicadores alentadores “Medio alto” y
“Alto” respectivamente, generando ello la necesidad de mejora en todos los demás
componentes analizados. Estas debilidades encontradas en el distrito de Cutervo por el Índice
de Progreso Social deben ser conocidas y gestionadas por los agentes públicos y privados,
para un actuar con políticas y programas más focalizados que ayuden a mejorar la calidad de
sus habitantes.
The main objective of this thesis is to develop the Social Progress Index of Cutervo district in Cajamarca city, which is based in three dimensions: (a) Basic Needs, (b) Foundations of Wellbeing, and (c) Opportunities. This investigation looks for to measure the district’s social and environmental performance, and with this identifying the main action areas in which public and private sectors’ entities will be able to focus for its development looking to improve population’s quality of life. This is a quantitive-approach-type investigation that looks for the SPI results. This investigation was based on data collection through a questionary provided by Social Progress Imperative and CENTRUM Catholica, which was applied to the household heads of the district, which was divided in five areas. Collected information was processed and analysed using statistics programas such as SPSS Statistics 24.0 and StataMP-14, finding Crobanch’s Alpha, and KMO to ensure intern consistency and indicators adjustment to SPI tools’ components. The measurement performed at Cutervo district resulted in a SPI of 38,09 which located it in a “Very low” level, with dimensions carachterized for being clasified as Low and Extreme Low; additionally it was demonstrated that only two components: Water and basic sanitation, and Tolerance and Inclusion show encouraging indicators such as “Upper Middle” and “High” respectively, generating an improvement necessity in every other analysed components. The weaknesses found in Cutervo district by the Social Progress Index must be known and managed by public and private agents in order to act with policies and programs more focused on improving populations’ quality of life.
