Abstract
La presente tesis busca desarrollar el plan estratégico para la región Cajamarca
teniendo como horizonte de desarrollo al año 2027. Para la realización del plan estratégico se
empleó el modelo secuencial elaborado por el profesor D’Alessio. Como visión se planteó
que el 2027 la región de Cajamarca será un centro económico atractivo para los inversionistas
garantizando empleo digno y calidad de vida para su población. La misión propuesta consiste
en planificar, organizar, ejecutar y controlar de manera sostenible el desarrollo económicosocial
en las diversas actividades económicas de la región respetando la ética y democracia
para fomentar la creación de productos y servicios de valor agregado y así incrementar la
generación de empleo, sostenibilidad socio ambiental, tecnología e infraestructura en base a
los principios de la Resolución Ejecutiva Regional N° 273-2011-GR-CAJ/P.
Asimismo, se realizó la evaluación de factores internos, externos y los factores
críticos de éxito lo que condujo a plantear siete objetivos a largo plazo, enfocados en las
industrias del café, pecuaria, láctea y turismo; impactando directamente en la generación de
empleo, salud y educación. Ellos son considerados los pilares del crecimiento económico
regional. Los objetivos serán cumplidos mediante la aplicación de once estrategias retenidas
y 42 objetivos de corto plazo que serán medidos desde cuatro perspectivas enmarcados en el
cumplimiento de la eficiencia y la eficacia. El monitoreo del cumplimiento de los objetivos
planteados será mediante el Tablero de Control Balanceado. Finalmente, es preciso
mencionar que el desarrollo económico en las industrias planteadas generará progreso
socioeconómico sostenible, con la finalidad de obtener mayor empleabilidad en la región
promoviendo el bienestar entre sus habitantes
This thesis seeks to develop the strategic plan for the Cajamarca region with a horizon to the year 2027. For the implementation of the strategic plan, the sequential model prepared by Professor D'Alessio was used. As a vision, it is stated that in 2027 the Cajamarca region would be an attractive economic center for investors, guaranteeing decent employment and quality life for its population. The proposed mission consists of planning, organizing, executing and controlling in a sustainable way the social-economic development in the different economic activities respecting ethics and democracy to encourage the creation of value-added products and services and thus increase the generation of employment, socioenvironmental sustainability, technology and infrastructure based on the principles of the Regional Executive Resolution N ° 273-2011-GR-CAJ / P. Likewise, the evaluation of internal and external factors and critical success factors was carried out, which led to seven long-term objectives, focused on the coffee, livestock, dairy and tourism industries; directly impacting the generation of employment, education and health. They are considered the pillars of regional economic growth. The objectives will met through the application of 11 retained strategies and 42 short-term objectives that will be measured from four perspectives framed in the fulfillment of efficiency and effectiveness. The monitoring of the fulfillment of the proposed objectives will be through the Balanced Control Board. Finally, it is necessary to mention that the economic development in the proposed industries will generate sustainable socioeconomic progress, with the purpose of obtaining greater employability in the region and promoting well-being among its inhabitants
