Twiplomacy en tiempos de COVID-19: @CancilleriaPeru en el gobierno de transición de Francisco Sagasti

Resumen
La presente investigación aborda la relevancia de la Twiplomacy en la política
exterior peruana durante la pandemia de la COVID-19, específicamente bajo el
gobierno de transición de Francisco Sagasti, de noviembre del 2020 a julio del 2021.
Enfocándose en el rol de la diplomacia pública digital, se propone que la Cancillería
utilizó Twitter (hoy, llamado X) para posicionar al Perú en tres objetivos: el acceso a
vacunas para hacer frente a la COVID-19, cooperación en materia sanitaria y la
reactivación económica a través de la cooperación económica. A pesar de transmitir
una imagen de compromiso, la Twiplomacy tuvo una relevancia limitada, centrándose
en la difusión de información sin generar engagement, lo que se entiende como una
comunicación bidireccional con el público objetivo mediante las respuestas,
interacciones y la generación de una sensación de comunidad a través de la
plataforma virtual. En cuanto a la metodología, la investigación se orienta a un análisis
cualitativo del contenido en los tweets publicados por el usuario de la Cancillería
peruana (@CancilleriaPeru) durante el mandato de Sagasti. La evidencia recogida
indica que si bien se buscó transmitir el carácter proactivo de la Cancillería peruana
en hacer frente a la crisis producto de la COVID-19 a partir de los tres objetivos
planteados, esta no generó un mayor nivel de engagement entre los usuarios. De la
misma forma, se da cuenta que la interacción estaba principalmente centrada en los
usuarios nacionales, destacando el carácter local que aún posee el Ministerio de
Relaciones Exteriores en lo que refiere a los usuarios con los que interactúa y hacia
los que dirige la información. Finalmente, la tesis destaca la importancia de
comprender las oportunidades y desafíos de la diplomacia pública digital, así como la
importancia de contar con planes de acción orientados a una mejor estrategia
comunicativa desde la Cancillería.
This study examines the significance of Twiplomacy in Peruvian foreign policy during the COVID-19 pandemic, with particular focus on the transitional government of Francisco Sagasti, spanning from November 2020 to July 2021. The analysis centers on the role of digital public diplomacy and posits that the Ministry of Foreign Affairs employed Twitter (now known as X) to advance Peru’s positioning through three principal objectives: securing access to COVID-19 vaccines, fostering international cooperation in health matters, and promoting economic recovery via economic partnerships. While the use of Twiplomacy projected an image of institutional commitment, its overall impact was constrained by a predominant reliance on information dissemination rather than fostering meaningful engagement. Engagement, conceptualized as bidirectional communication involving responses, interactions, and the cultivation of a sense of community on the digital platform, was notably limited. Methodologically, the research adopts a qualitative content analysis of tweets published by the official account of the Peruvian Ministry of Foreign Affairs (@CancilleriaPeru) during Sagasti's tenure. The findings reveal that, although the Ministry sought to convey a proactive stance in addressing the challenges posed by the COVID-19 pandemic through the outlined objectives, these efforts failed to generate substantial levels of engagement among users. Furthermore, the data indicates that interactions were predominantly directed toward domestic audiences, underscoring the Ministry's continued focus on local stakeholders in its communication efforts. The thesis underscores the critical importance of comprehending both the opportunities and constraints associated with digital public diplomacy. It also highlights the necessity of formulating strategic action plans to enhance the effectiveness of the Ministry’s communicative practices within the digital domain.
