Abstract
La presente tesis, Planeamiento Estratégico de la Agricultura con enfoque en
Economía Circular, ha sido desarrollada tomando como referente a la Región La Libertad,
debido a su importancia y empuje en el sector agrícola. Ésta investigación tiene como
objetivo contribuir e impulsar la competitividad de la región de una manera socialmente
responsable con el medio ambiente, tomando en consideración los principios de la reducción
del uso de los recursos, así como la reutilización, reciclaje y recuperación de los residuos que
se generen en su territorio; por lo que, podrá ser replicado en otras regiones agrícolas.
Cambiar el enfoque y modelo de una economía lineal hacia una economía circular,
requiere superar debilidades y amenazas, y aprovechar oportunidades y fortalezas presentes
en la región; asimismo, tomar acción sobre los factores claves de éxito, como la regulación,
infraestructura, educación, investigación, desarrollo e innovación, y tecnología.
El sector agrícola es la actividad que mayor participación económica representa en la
región y que mayor cantidad de residuos genera, inicialmente será dicho sector en el que se
desarrolle la economía circular, permitiendo conseguir una ventaja competitiva a nivel global
y la expansión hacia nuevos mercados, generando nuevos modelos de negocio y trabajo, y
convirtiendo a La Libertad en una región atractiva para inversionistas locales e
internacionales.
Finalmente, el éxito en la implementación y ejecución de las estrategias planteadas
dependerán de la actitud y posición que tome el Gobierno Regional La Libertad hacia el
nuevo modelo de economía circular, ya que además de informar y educar sobre la
importancia del uso sostenible de los recursos y el uso de los residuos del sector agrícola,
deberá supervisar el avance de la organización en el cumplimiento de los objetivos de corto y
largo plazo asociados en las perspectivas de aprendizaje y crecimiento, procesos, clientes y
financiera; así como generar la formación de clústeres regionales para el uso de los residuos.
The main objective of this thesis, based on the Strategic Planning for Circular Economy in La Libertad region, is contribute and boost its competitiveness in all productive sectors in a socially responsible manner with the environment, taking into account the principles of reduction the use of resources, as well as reuse, recycling and recovery of waste generated on their territory. To change the focus and model of a linear economy to a circular economy must overcome weaknesses and threats, and seize the opportunities and strengths in the region; also, take action on key success factors related to regulation, infrastructure, education, research, development and innovation and technology in order to carry out the necessary strategies required to implement the new model. The agricultural sector is the activity that represents greater economic participation in the region and generates the most amount of waste, initially will be the sector in which circular economy develops, allowing gain a competitive advantage globally and expansion into new markets, generating new business models and employing, converting to La Libertad in an attractive region for local and international investors. Finally, the successful implementation and execution of the strategies proposed will depend on the attitude and position taken by the La Libertad Regional Government toward the new model of circular economy, as well as inform and educate about the importance of sustainable use of resources and the use of waste in agriculture, should monitor the progress of the organization in meeting the short- and long-term partners in the learning and growth perspectives, processes, customers and financial; and generate the formation of regional clusters for use of waste.
