Tablero de Control para enfrentar la baja calidad del patrullaje motorizado policial en Lima Metropolitana, 2019-2021

Abstract
Lima Metropolitana ha presentado en los últimos años niveles significativos de victimización y
altos índices de percepción de inseguridad ciudadana. La alarmante incidencia delincuencial y la
falta de capacidad estatal para responder a ella han llevado al aumento de niveles de
desconfianza en la institución policial peruana, lo cual, a su vez genera una necesidad de evaluar
y replantear las estrategias e intervenciones policiales para enfrentar a la delincuencia.
La presente investigación identifica al patrullaje motorizado policial por sector como uno
de los servicios más importantes para enfrentar a una gran cantidad de delitos y garantizar la
seguridad ciudadana. Sin embargo, hay evidencias de su baja calidad en Lima Metropolitana. Al
analizarse las causas que explican este problema, se concluye que la más influyente de ellas es
la deficiente programación y seguimiento del servicio, ante lo cual se plantea como solución
innovadora la implementación de la herramienta tecnológica Tablero de Control de Calidad del
Patrullaje – TABCOP.
El valor de la solución radica en la funcionalidad del Tablero, porque permite cubrir las
insuficiencias de la programación y seguimiento de la ejecución del servicio, y optimizar los datos
relevantes sobre incidencia delictiva y control del patrullaje que se encuentran en los sistemas
de información prexistentes, a través del planteamiento y el desarrollo de objetivos, metas,
métricas e indicadores claves de desempeño. Estos elementos evidencian el estado y la
evolución del delito y el patrullaje en una jurisdicción, y proveen métricas e indicadores,
representados en textos, gráficos y mapas, que miden la calidad del servicio de patrullaje ofertado
por las comisarías.
El presente proyecto de innovación establece y determina los criterios de deseabilidad,
factibilidad y viabilidad para su implementación.
Metropolitan Lima has presented in recent years significant levels of victimization and high rates of perceived citizen insecurity. The high incidence of crime and the lack of state capacity to respond to it have led to increased levels of distrust in the Peruvian police institution, which in turn generates a need to evaluate and rethink police strategies and interventions to address crime. This research identifies motorized police patrolling by sector as one of the most important services for dealing with a large number of crimes and guaranteeing citizen security. However, there is evidence of its low quality in Metropolitan Lima. When analyzing the causes that explain this problem, it is concluded that the most influential of them is the deficient programming and monitoring of the service, for which an innovative solution is proposed as the implementation of the technological tool, Tablero de Control de Calidad del Patrullaje – TABCOP (Patrol Quality Dashboard). The value of the solution lies in the functionality of the Dashboard, because it allows to cover the insufficiencies of the programming and follow-up of the execution of the service, and to optimize the relevant data on crime incidence and control of patrolling that are in the pre-existing information systems, through the establishment and development of objectives, goals, metrics and key performance indicators. These elements show the status and evolution of crime and patrolling in a jurisdiction, and provide metrics and indicators, represented in texts, graphs and maps, that measure the quality of the patrolling service offered by the police stations. This innovation project establishes and determines the desirability, feasibility and viability for its implementation.
