Resumen
El presente estudio tiene como objetivo general identificar los factores que
dificultan el acceso, la cobertura y la calidad de los servicios de agua y saneamiento en
el distrito de Aguas Verdes, región Tumbes, y determinar si estos servicios se brindan
con igualdad de derechos y respeto al medio ambiente. La investigación se desarrolló
bajo un enfoque mixto, integrando métodos cualitativos y cuantitativos para garantizar
una comprensión integral del problema. Se aplicaron entrevistas, encuestas, revisión
documentaria y talleres participativos dirigidos tanto a la población beneficiaria como a
los actores institucionales involucrados, entre ellos la UESST, la MDAV, la SUNASS, el
MVCS y la ANA.
Los resultados evidencian una limitada cobertura y calidad de los servicios de
saneamiento, deficiente tratamiento de aguas residuales y una percepción generalizada
de corrupción que afecta la confianza ciudadana y la equidad en el acceso a los
servicios. Asimismo, se identificaron falencias en la transparencia de la gestión, la
supervisión institucional y la participación ciudadana, factores que profundizan las
desigualdades y debilitan la gobernanza local.
Las principales conclusiones señalan la necesidad de fortalecer la
institucionalidad pública mediante mecanismos de rendición de cuentas, estrategias de
inclusión social y políticas intersectoriales que garanticen la sostenibilidad de los
servicios. El estudio propone la aplicación de un enfoque basado en derechos humanos
y desarrollo sostenible, promoviendo la eficiencia, la equidad y la participación activa de
la ciudadanía como pilares fundamentales para asegurar servicios de agua y
saneamiento de calidad para toda la población.
The present study aims to identify the factors that hinder access, coverage, and quality of water and sanitation services in the district of Aguas Verdes, Tumbes region, and to determine whether these services are provided with equality of rights and respect for the environment. The research was conducted using a mixed-methods approach, integrating qualitative and quantitative methods to ensure a comprehensive understanding of the problem. Interviews, surveys, document reviews, and participatory workshops were carried out with both the beneficiary population and the institutional stakeholders involved, including UESST, MDAV, SUNASS, MVCS, and ANA. The results reveal limited coverage and quality of sanitation services, inadequate wastewater treatment, and a widespread perception of corruption that undermines public trust and equity in access to services. Likewise, shortcomings were identified in management transparency, institutional oversight, and citizen participation—factors that deepen inequalities and weaken local governance. The main conclusions highlight the need to strengthen public institutions through accountability mechanisms, social inclusion strategies, and intersectoral policies that ensure service sustainability. The study proposes adopting a human rights–based and sustainable development approach, promoting efficiency, equity, and active citizen participation as fundamental pillars to guarantee quality water and sanitation services for the entire population.
