Abstract
El presente trabajo de investigación identifica oportunidades de mejora para
la fase de ejecución de proyectos de inversión de salud gestionados por el
Gobierno Regional Piura. Aborda el estudio de casos, de seis proyectos en
fase de ejecución; a partir de ello se identifican limitantes de diseño y de
implementación de la política de inversión.
La investigación empleó el método cualitativo, con el uso de instrumentos
como la entrevista y fichas de campo. Además, de explorar lecciones
aprendidas en la gestión de sistemas de inversión pública en América Latina;
de utilidad para proponer oportunidades de mejora.
Respecto de las limitantes diseño de la política de inversiones, se encuentra
que, los mecanismos de control e incentivos no fueron contemplados en el
diseño original de la política y que su incorporación, posterior, desacelera la
implementación; además, de no advertir, durante el diseño, la complejidad de
la política formal en la práctica.
Las limitantes de implementación, atañen al inadecuado desempeño
institucional implementadora de la política pública de inversiones, donde se
evidencia recurso humano desorganizado; débil capacidad para la
coordinación; además de una evolución desordenada de la política pública
de inversiones.
Las oportunidades de mejora incumben a cuestiones de diseño como:
instrumentalizar la política de inversiones; potenciar la supervisión y control y
promover incentivos con reglas y metas claras. Para los asuntos de
implementación, es necesario preparar la organización para retos de
inversión; fortalecer o desarrollar capacidades para una mejor gestión de
proyectos de inversión y promover la especialidad en proyectos de inversión
para la función salud.
The present research work identifies various improvement opportunities for the execution phase of health investment projects managed by the Piura Regional Government. It addresses the study of cases of six projects in the execution phase; from there on, design and implementation limitations of the investment policy are identified. The research used a qualitative investigation method, which employs instruments such as interviews and field cards. Furthermore, to explore lessons learned in the management of public investment systems in Latin America; useful for proposing opportunities for improvement. Regarding the limitations of the design of the investment policy, it is found that the control and incentive mechanisms were not contemplated in the original design of the policy and that their subsequent incorporation slows down the execution; in addition, of not noticing, during the design, the complexity of the formal policy in the practice. The execution limitations concern the inadequate institutional performance implementing the public investment policy, where disorganized human resources; weak ability for coordination; moreover, to a disorderly evolution of public investment policy are noticeable. The opportunities for improvement concern design issues such as: instrumentalizing the investment policy; enhance supervision and control and promote incentives with clear rules and goals. For execution issues, it is necessary to prepare the organization for investment challenges; strengthen or develop capacities for a better management of investment projects and promote the special field in investment projects for the health departmen
