Unidad Móvil Oncomóvil para enfrentar la baja cobertura de tamizaje y prevención del cáncer de cuello uterino en pacientes de la Red Periférica de Arequipa, durante el periodo 2020-2024

Resumen
El proyecto de innovación pública “Oncomóvil” tiene como objetivo responder al
preocupante incremento de casos de cáncer de cuello uterino en la macro región sur
del Perú, especialmente en mujeres atendidas en la Red Periferica Arequipa durante
el periodo 2020–2024. Esta problemática obedece a múltiples factores estructurales:
limitada capacidad operativa del primer nivel de atención, débil articulación entre
niveles asistenciales, barreras socioculturales y geográficas que restringen el acceso
a servicios preventivos, y deficiencias en la implementación de la normativa vigente.
En este contexto, el proyecto propone la implementación de una unidad móvil de salud
el Oncomóvil equipada tecnológicamente para brindar tamizaje, consejería,
diagnóstico temprano y orientación comunitaria en zonas vulnerables con baja
cobertura. La propuesta busca mejorar la capacidad en el diagnóstico temprano del
Virus del Papiloma Humano (VPH), captar un mayor número de pruebas de
Papanicolaou (PAP), e intervenir oportunamente con la vacunación a niñas y niños de
9 a 18 años, fortaleciendo así el enfoque preventivo integral. Además, se busca
optimizar la capacidad resolutiva de los establecimientos de salud de categoría I-2 e
I-3, fortalecer el vínculo entre los distintos niveles de atención y promover una cultura
de prevención desde un enfoque territorial e intercultural. A partir de un análisis de
deseabilidad, factibilidad y viabilidad, se concluye que el proyecto es técnica y
financieramente sostenible, sustentado en políticas públicas existentes y con alto
potencial de implementación mediante alianzas estratégicas. En síntesis, Oncomóvil
representa una solución innovadora, replicable y centrada en el cierre de brechas para
el control del cáncer de cuello uterino, contribuyendo de manera significativa a reducir
la morbimortalidad femenina en el sur del país.
The "Oncomóvil" public innovation project aims to address the concerning increase in cervical cancer cases in Peru's southern macro-region, particularly among women treated in the Arequipa Peripheral Network from 2020 to 2024. This issue is driven by multiple structural factors: limited operational capacity at the primary care level, weak coordination between different care levels, socio-cultural and geographical barriers that restrict access to preventive services, and deficiencies in the implementation of current regulations. In this context, the project proposes implementing a mobile health unit, the Oncomóvil, equipped with technology to provide screening, counseling, early diagnosis, and community guidance in vulnerable areas with low health coverage. The proposal seeks to improve the capacity for early diagnosis of the Human Papillomavirus (HPV), increase the number of Papanicolaou (PAP) tests collected, and provide timely vaccination for children aged 9 to 18, thus strengthening a comprehensive preventive approach. Additionally, it aims to optimize the diagnostic and treatment capacity of I-2 and I-3 category health facilities, strengthen the link between different levels of care, and promote a culture of prevention from a territorial and intercultural perspective. Based on an analysis of desirability, feasibility, and viability, the project is concluded to be technically and financially sustainable, supported by existing public policies, and has high potential for implementation through strategic partnerships. In summary, Oncomóvil represents an innovative, replicable solution focused on closing gaps in cervical cancer control, significantly contributing to the reduction of female morbidity and mortality in the southern region of the country.
