La aplicación del control concurrente y su influencia en la ejecución efectiva de los proyectos de infraestructura hidráulica para la gestión integrada de los recursos hídricos y gobernanza del agua en la región Lambayeque desde el año 2018 al 2023

Resumen
El control concurrente consiste en evaluar preventivamente las actividades en curso
de proyectos y/u obras del Estado, para determinar situaciones adversas, las mismas
que puedan afectar metas u objetivos de dicho proyecto. La presente investigación
tuvo como objetivo general determinar la influencia del control concurrente (CC) en la
gobernanza y gestión integrada del recurso hídrico en los proyectos de infraestructura
hidráulica en la región Lambayeque durante el periodo 2018-2023. Para ello, se
analizaron informes de control concurrente, se evaluaron indicadores de influencia y
se realizó una encuesta a partes interesadas para recoger su percepción sobre la
efectividad y alcance del CC. La investigación adoptó una metodología mixta,
combinando análisis cuantitativo de datos con un enfoque cualitativo.
Los resultados del estudio mostraron que el CC ha tenido un impacto significativo en
la reducción del factor de riesgo, especialmente en obras de control de inundaciones,
donde evitó gastos injustificados. Sin embargo, su influencia en la dimensión ética y
la planificación hídrica fue limitada en sistemas de riego y drenajes en 2023. En cuanto
a los principios de la Gobernanza del Agua (GA), el CC mejoró la efectividad y
eficiencia de los proyectos, pero la confianza y participación de los actores locales
presentó desafíos en 2023. Además, se identificó que, aunque el número de controles
concurrentes aumentó de 28 en 2018 a 102 en 2023, solo el 42% de los casos en
2023 mostraron un nivel de influencia alto lo que refleja limitaciones operativas y
estructurales.
En conclusión, el control concurrente es una herramienta valiosa que ha influido
positivamente en la gobernanza y gestión del recurso hídrico en Lambayeque, debido
a que permite determinar el cumplimiento de objetivos y la eficacia en la ejecución de
proyectos, contribuyendo al reforzamiento de la administración del recurso hídrico.
Empero, su efectividad está condicionada por limitaciones operativas y estructurales
que deben ser abordadas para maximizar su impacto en la gestión sostenible y
equitativa del agua en la región.
Concurrent control consists of evaluating ongoing activities, i.e. processes on adverse situations, which may affect goals or objectives. The general objective of this study was to determine the influence of concurrent control (CC) on the governance and integrated management of water resources in hydraulic infrastructure projects in the Lambayeque region during the period 2018-2023. To do so, concurrent control reports were analyzed, influence indicators were evaluated, and a survey was conducted among interested parties to collect their perception of the effectiveness and scope of CC. The research adopted a mixed methodology, combining quantitative data analysis with a qualitative approach. The results of the study showed that CC has had a significant impact on reducing the risk factor, especially in flood control works, where it avoided unjustified expenses. However, its influence on the ethical dimension and water planning was limited, with average relationship scores ranging from 0.48 to 0.58 in irrigation and drainage systems in 2023. Regarding Water Governance (WG) principles, CC improved project effectiveness and efficiency, but local stakeholder trust and participation presented challenges, with an average score of 0.53 in 2023. Furthermore, it was identified that, although the number of concurrent controls increased from 28 in 2018 to 102 in 2023, only 42% of cases in 2023 showed a high level of influence (0.68-1), reflecting operational and structural limitations. In conclusion, concurrent control is a valuable tool that has positively influenced the governance and management of water resources in Lambayeque, as it allows determining the fulfillment of objectives and the effectiveness of project execution, contributing to the strengthening of water resource management. However, its effectiveness is conditioned by operational and structural limitations that must be addressed to maximize its impact on the sustainable and equitable management of water in the region.
