Implementación de un nuevo modelo de evaluación para el nombramiento docente que permita reducir la violencia a estudiantes de nivel secundaria en la UGEL N° 02

Abstract
El presente trabajo de investigación desarrolla la problemática que viene ocurriendo en las
diferentes Instituciones Educativas, respecto a la violencia que han ejercido y vienen
ejerciendo los docentes del nivel secundario contra los estudiantes; cuya realidad va en
aumento, la misma que es evidenciada a través de las plataformas del sector educación,
como el Sistema Especializado en la atención de casos de Violencia Escolar (SíseVe) y el
Sistema de Monitoreo de Expedientes (SIMEX). Bajo ese contexto, existe la necesidad de
realizar acciones que permitan cambiar dicha problemática, por lo que el presente trabajo
tiene como objetivo implementar una política preventiva que permita contar con docentes
idóneos para la prestación del servicio educativo; y de este modo, no poner en riesgo la
integridad de los estudiantes; por ello, nuestra propuesta de intervención busca mejorar el
proceso de nombramiento en la Carrera Pública Magisterial, haciéndolo más exigente,
contando con rigurosos filtros de selección, incorporando 3 nuevas etapas dentro del
proceso de nombramiento en la Carrera Pública Magisterial, las cuales son: Etapa
formativa, evaluación del polígrafo y evaluación psicológica; etapas que permiten identificar
a tiempo aquellos docentes que no son aptos para brindar un servicio de educación en base
a un enfoque de derechos. En ese sentido, debemos precisar que, esta intervención puede
contar con el respaldo del Ministerio de la Mujer y Poblaciones Vulnerables, toda vez que
es uno de los sectores que viene efectuando transferencias de recursos ordinarios a favor
de diversos pliegos a nivel nacional y regional en marco del Plan de acción para prevenir la
violencia contra las mujeres y protección y atención a las víctimas de violencia, por lo que
la presente propuesta de acción preventiva nos permitirá detectar oportunamente aquellos
docentes que no cuenten con las condiciones necesarias para el cargo.
This research work develops the problem that has been occurring in the different Educational Institutions, regarding the violence that secondary level teachers have performed and are performing against students; whose reality is increasing, the same that the evidenced through platforms of the education sector, such as the Specialized System in the attention of cases of School Violence (SíseVe) and the File Monitoring System (SIMEX). Under this context, there is a need to carry out actions that allow changing this problem; therefore, the present work aims to implement a preventive policy that allows having suitable teachers for the provision of educational service; and thus, not putting the integrity of the students at risk; therefore, our intervention proposal seeks to improve the appointment process in the Public Teaching Career, making it more demanding, counting on rigorous selection filters, incorporating 3 new stages within the appointment process in the Public Teaching Career, which are: Stage formative, polygraph evaluation, and psychological evaluation; stages that allow the immediate identification of those teachers who are not suitable to provide an education service based on a rights-based approach. In this sense, we must specify that this intervention will have the support of the Ministry of Women and Vulnerable Populations since it is one of the sectors that has been transferring ordinary resources in favor of various specifications at the national and regional level in the framework of the Action Plan to prevent violence against women, protection and care for victims of violence, so this preventive action proposal will allow us to detect promptly those educators who do not have the necessary conditions for the position.
