¿Cómo se toman las decisiones en el Perú? Una mirada desde la pandemia del covid-19

Abstract
implementadas, más allá de ser netamente producto de su contenido y
orientación, estas se ven moldeadas por la política que transcurre en cada una
de sus instancias que albergan una multiplicidad de actores de diversas
características e intereses y se encuentran dentro de entornos institucionales
diversos. En esa línea, siguiendo la literatura acerca de la caracterización del
estado peruano, la toma de decisiones en el país se vería moldeada por la baja
capacidad estatal, la captura por intereses privados y la coexistencia de una
clase política precaria e inestable con tecnócratas altamente calificados. Es así
que, por estas condiciones la crisis sanitaria producida por la covid-19 representa
un gran reto para el Perú, al cual se suma la disputa internacional entre la
cooperación internacional y el nacionalismo sanitario que pondrá a prueba su
desenvolvimiento en la lucha contra la pandemia. Hasta el momento, la literatura
indica que las políticas implementadas dentro del territorio nacional chocaron con
varios baches como el poco conocimiento de la población en términos de
estadística, un sistema de salud precario y la corrupción enraizada en nuestro
sistema.
The way in which public policies end up being formulated and implemented, beyond being purely a product of their content and orientation, is shaped by the politics that take place in each of their instances, which harbor a multiplicity of actors with diverse characteristics and interests and are found within diverse institutional environments. Along these lines, following the literature on the characterization of the Peruvian state, decision-making in the country would be shaped by low state capacity, capture by private interests, and the coexistence of a precarious and unstable political class with highly qualified technocrats. Thus, due to these conditions, the health crisis produced by COVID-19 represents a great challenge for Peru, to which is added the international dispute between international cooperation and health nationalism that will test its performance in the fight against the pandemic. So far, the literature indicates that the policies implemented within the national territory have run into several potholes, such as the lack of knowledge of the population in terms of statistics, a precarious health system, and the corruption rooted in our system.
