Abstract
El trabajo de investigación tiene como objetivo elevar la eficiencia en el proceso
de certificación de identificación vehicular que emite la Dirección Nacional la
Dirección de Propiedad Vehicular - Policía Nacional del Perú (DIPROVE-PNP)
del Perú a nivel metropolitano de Lima, dilema que se observa en el proceso
actual de emisión de certificados de identificación vehicular, en aras de otorgar
respuesta a un asunto de incidencia significativa determinada de la siguiente
manera: “El escaso margen de eficiencia en el proceso de emisión de cédulas de
identificación vehicular por la Dirección de Propiedad Vehicular - Policía Nacional
del Perú (DIPROVE-PNP), en el marco de la ciudad de Lima Metropolitana sobre
la base de un período de tiempo insertado en los 5 años precedentes’’.
El primer capítulo plantea la definición y descripción del problema, así mismo se
desarrolló el marco conceptual de las variables de investigación. Continuando
con el trabajo en el capítulo dos se elaboró el árbol de problemas. Para ello, se
adiciono el esquema de Ishikawa para presentar las causales de nuestros
problemas, identificándose tres causas del problema: Causa 1: Trámite
engorroso. Causa 2: Inadecuada infraestructura y equipos. Causa 3: Déficit de
peritos.
Posteriormente en el capítulo tres, se explicó el diseño del prototipo final de
innovación, habiendo hecho un estudio analítico de las causas seleccionadas,
identificado el elemento causal, lo que ponderó fuertemente la inadecuada
infraestructura y carencia de equipos.
Finalmente, el capítulo cuatro respondió al análisis de la deseabilidad, factibilidad
y viabilidad del prototipo por medio de entrevistas con los actores involucrados;
obteniendo como resultado la aceptación total de los usuarios para su aplicación,
el cual permitirá en primer lugar lograr un procesamiento de datos de la

información y en segundo lugar proponer cambios en la expedición de
certificados de identificación vehicular expedido por la DIPROVE – PNP.
Lo que determinará que la utilización de las tecnologías de la información nos
permita en especial a esta unidad policial, una mejor relación con los usuarios
que acuden a dicha dependencia para solicitar el certificado en mención.
The research work aims to: Raise the level of efficiency in the process of issuing vehicle identification certificates issued by the Directorate of Vehicle Property - National Police of Peru (DIPROVE-PNP) at the Metropolitan Lima level, a problem observed in the procedure current to issue vehicle identification certificates, responds to an issue of public value due to the need to solve the problem identified as: "Low level of efficiency in the process of issuing Vehicle Identification Certificates, issued by the Directorate of Vehicle Property - National Police of Peru (DIPROVE-PNP) at Metropolitan Lima level in the last five years ”. The first chapter raises the definition and description of the problem, likewise the conceptual framework of the research variables was developed. Continuing with the work in chapter two, the problem tree was developed. For this, the Ishikawa scheme was added to present the causes of our problems, identifying three causes of the problem: Cause 1: Tough procedure. Cause 2: Inadequate infrastructure and equipment. Cause 3: Shortage of experts. Later in chapter three, the design of the final innovation prototype was explained, having carried out an analytical study of the selected causes, identifying the causal element, which strongly emphasized the inadequate infrastructure and lack of equipment. Finally, chapter four responded to the analysis of the desirability, feasibility and viability of the prototype through interviews with the actors involved; Obtaining as a result the total acceptance of the users for its application, which will allow in the first place to achieve a data processing of the information and in the second place to propose changes in the issuance of vehicle identification certificates issued by the DIPROVE - PNP. This will determine that the use of information technologies allows us, especially this police unit, a better relationship with the users who go to said agency to request the certificate in question.
