Resumen
Los cambios socioeconómicos que se vienen produciendo en las llamadas sociedades
globales y que generan nuevas demandas, se trasladan a la administración pública y a las
instituciones. Ello obliga a estas administraciones a reformar su estructura, funcionamiento y
sistema de relaciones; en ese entendido, la Policía no es una excepción, por el contrario, es una
de las instituciones que más está cambiando, precisamente por su sobreexposición al entorno
social.
Ello enfatiza la necesidad de poner especial atención en la planificación entendiéndola
como el proceso racional y continuo, orientado a la consecución de objetivos, en este caso, de la
Policía Nacional del Perú (PNP). Sin embargo, descubrimos inconsistencias a nivel del objetivo
estratégico institucional 03 (OEI.03) comprendido en el Plan Estratégico Institucional (PEI) , el OEI
y del Plan Operativo Institucional (POI) con las acciones y operaciones (AO) del Ministerio del
Interior y la PNP donde se evidencia un desalineamiento entre lo planificado y la acción cotidiana
estratégica en relación a la Trata de personas y delitos conexos para la efectiva articulación entre
la Policía Nacional del Perú y la seguridad de la comunidad.
Inspirados en la perspectiva de Peter Senge sobre que “la relación entre las partes es más
importante que las partes individuales por sí mismas” por lo tanto “que el desempeño de un
sistema integrado es más relevante que el desempeño de las partes independientes”. La presente
propuesta de innovación considera un Sistema de Trazabilidad Digital que permitirá realizar un
seguimiento en tiempo real al proceso de planificación y desarrollo del OEI.03 para el
cumplimiento de las metas y objetivos sobre la Trata de personas y delitos conexos para la ciudad
puerto de Chancay sede del recientemente inaugurado Terminal Multipropósito de Chancay,
como anticipo a la problemática común de los mega puertos del mundo.
El documento se inicia con la definición del problema público y su característica en el
contexto de la multipolaridad mundial y el desarrollo de la PNP en el marco de la planificación. El
segundo nivel de análisis centra la atención en la base conceptual relacionada al asunto en
estudio para lograr proporcionar la consistencia teórica a la propuesta. El tercer capítulo refiere
experiencias relacionadas y la propuesta del prototipo final. El documento cierra con las
conclusiones básicas del trabajo total.
The socioeconomic changes that have been taking place in the so-called global societies and that generate new demands are transferred to public administration and institutions. This forces these administrations to reform their structure, operation and system of relations; in this sense, the Police is not an exception; on the contrary, it is one of the institutions that is changing the most, precisely because of its overexposure to the social environment. This emphasizes the need to pay special attention to planning, understanding it as a rational and continuous process, oriented towards the achievement of objectives, in this case, of the National Police of Peru (PNP). However, we discovered inconsistencies at the level of the institutional strategic objective 03 (OEI.03) included in the Institutional Strategic Plan (PEI), the OEI and the Institutional Operational Plan (POI) with the actions and operations (AO) of the Ministry of the Interior and the PNP where there is evidence of a misalignment between what was planned and the daily strategic action in relation to human trafficking and related crimes for the effective articulation between the National Police of Peru and the security of the community. Inspired by Peter Senge's perspective that "the relationship between the parties is more important than the individual parts by themselves" therefore "that the performance of an integrated system is more relevant than the performance of the independent parts." This innovation proposal considers a Digital Traceability System that will allow real-time monitoring of the planning and development process of the OEI.03 for the fulfillment of the goals and objectives on Human Trafficking and related crimes for the port city of Chancay, home of the recently inaugurated Chancay Multipurpose Terminal, as an anticipation of the common problems of the world's mega ports. The document begins with the definition of the public problem and its characteristics in the context of global multipolarity and the development of the PNP within the framework of planning. The second level of analysis focuses on the conceptual basis related to the subject under study in order to provide theoretical consistency to the proposal. The third chapter refers to related experiences and the proposal of the final prototype. The document closes with the basic conclusions of the entire work.
