Intervención articulada estatal para enfrentar el alto índice de niños y adolescentes entre los 05 a 13 años dedicados al trabajo infantil en Lima Metropolitana en el período comprendido entre el año 2012 hasta el año 2020

Resumen
Este trabajo de investigación se ha planteado como problema público el alto índice de niños,
niñas y adolescentes de 05 a 13 años dedicados al trabajo infantil en Lima metropolitana
en el período comprendido entre el año 2012 hasta el año 2020. Este problema público
cuenta con un marco normativo internacional y nacional, a través del cual el Estado protege
al niño, niña y adolescente, asegurando además que ellos no se vean impedido de recibir
educación por razones de índole económica. El problema publico materia de análisis es de
gran magnitud, pues así lo demuestran los medios de comunicación y la información
estadística que indica que más de 349,637 niños y adolescentes entre 05 a 13 años
trabajan en promedio en Perú para generar alguna retribución económica entre los años
2012 hasta el 2020 (Encuesta Nacional de Hogares - ENAHO). Este grave problema público
cuenta con múltiples causas que lo generan, dentro de las cuales se ha elegido la causa de
“insuficiente articulación de las diversas entidades del estado para prevenir, identificar,
intervenir y eliminar el trabajo infantil” como causa relevante, sobre la cual se propone
solucionar el problema público consistente en una intervención articulada de la ciudadanía
y las diversas entidades públicas, a efectos de prevenir, identificar, intervenir
articuladamente el trabajo infantil, a fin de reducirlo y eliminarlo.
Esta intervención articulada del gobierno local y las diversas entidades del gobierno central
se realizan, de acuerdo con sus competencias, busca brindar servicios públicos como
educación, salud m entre otros a los NNA de 05 a 13 años que trabajan en Lima
metropolitana y a sus familias, través de tres componentes. El primer componente es la
prevención, en el cual se propone que mediante campañas de comunicación se promueva
la sensibilización de los padres de los NNA que trabajan y de la sociedad civil frente a este
flagelo, incentivando a denunciar dichos actos. El segundo componente es la identificación
e intervención articulada de diversos actores estatales liderada por el municipio a través de
la DEMUNA, derivando los casos de NNA trabajando detectados a las instancias
competentes, a fin de brindar los servicios públicos correspondientes y finalmente el ultimo
componente, consiste en realizar un seguimiento articulado de los casos detectados.
This research work has raised as a public problem the high rate of children and adolescents aged 5 to 13 years engaged in child labor in the city of Lima in the period from 2012 to 2020. This public problem has an international and national regulatory framework, through which the State protects children and adolescents, also ensuring that they are not prevented from receiving education for economic reasons. The public problem subject to analysis is of great magnitude, as this is demonstrated by the media and statistical information that indicates that more than 349,637 children and adolescents between 05- and 13-years old work on average in Peru to generate some economic remuneration between the years 2012 and 2020 (National Household Survey - ENAHO). This serious public problem has multiple causes that generate it, among which the cause of "insufficient articulation of the various state entities to prevent, identify, intervene and eliminate child labor" has been chosen as a relevant cause, on which it is proposed to solve the public problem consisting of an articulated intervention of citizens and the various public entities, in order to prevent, identify, and articulately intervene in child labor, in order to reduce and eliminate it. This articulated intervention of the local government and the various central government entities is carried out, in accordance with their competencies, seeking to provide public services such as education, health, among others, to children and adolescents from 05 to 13 years old who work in Lima metropolitana and their families, through three components. The first component is prevention, in which it is proposed that communication campaigns promote awareness among parents of working children and adolescents and civil society regarding this scourge, encouraging them to report such acts. The second component is the identification and articulated intervention of various state actors led by the municipality through DEMUNA, referring the detected cases of children and adolescents working to the competent authorities, in order to provide the corresponding public services and finally the last component consists of carrying out an articulated follow-up of the detected cases.
