Implementación de un sistema de monitoreo satelital y herramientas tecnológicas para enfrentar la reducida calidad del patrullaje motorizado realizado por la unidad de protección de carreteras en la prevención del delito en el departamento de Ayacucho durante el 2016- 2018

Abstract
En las carreteras de Ayacucho, desde el 2016 hasta el 2018, se ha registrado un total de 24 robos simples y agravados, bajo las modalidades de bloqueo de carretera, pasajero a bordo e interceptación, teniendo este último la mayor incidencia con 16 robos. Del mismo modo, en el periodo mencionado, se capturaron 9 bandas delictivas, 39 delincuentes, entre comunes y por tráfico ilícito de drogas, así como 131 personas con requisitorias. Es por ello que, la Policía Nacional del Perú (PNP) viene realizando diversos esfuerzos para enfrentar estos actos delictivos. Algunas de las acciones fueron los 183 operativos de prevención en Ayacucho durante el 2017-2018, así como auxilios prestados a las víctimas de estos actos por parte de la Unidad de Protección de Carreteras. Sin embargo, el número del personal policial de esta unidad es reducido, así como la capacidad de mantener el servicio las 24 horas del día. En ese sentido, el presente trabajo identifica como problema público la reducida calidad del patrullaje motorizado realizado por la Unidad de Protección de Carreteras (UNPROCAR) en la prevención del delito en el Departamento de Ayacucho durante los años 2016 al 2018.
Las causas identificadas fueron la deficiente gestión interinstitucional, los deficientes recursos logísticos tecnológicos modernos y la deficiente organización, distribución de recursos y documentos de gestión operativos de la UNPROCAR-Ayacucho. Luego de priorizar las causas, se plantea el desafío de innovación mediante la siguiente pregunta:
¿Cómo podemos mejorar los deficientes recursos logísticos tecnológicos modernos en la UNPROCAR-Ayacucho; para hacer eficiente la prevención de la comisión de delitos y accidentes de tránsito, en la red vial nacional de la Región Ayacucho?
Por último, el proyecto innovador que se plantea es la implementación de un sistema de monitoreo satelital vía GPS, que será dirigido a los vehículos de transporte de pasajeros, transporte de carga, vehículos patrulleros y transporte particular. Cabe resaltar que para el ultimo tipo de transporte, quedara a juicio del propietario del vehículo la aceptación del monitoreo de la ruta del mismo; mientras que para los otros, se apunta establecer la obligatoriedad del monitoreo satelital mediante la aprobación de una norma. Esta propuesta considera también la implementación del botón de pánico y aplicaciones informáticas.
On the Ayacucho roads, from 2016 to 2018, a total of 24 simple and aggravated robberies have been registered, under the modalities of road blockade, passenger on board and interception, the latter having the highest incidence with 16 robberies. Likewise, in the aforementioned period, 9 criminal gangs were captured, 39 criminals, among the common and for illicit drug trafficking, as well as 131 people with requisitions. For this reason, the Peruvian National Police (PNP) has been making various efforts to confront these criminal acts. Some of the actions were the 183 prevention operations in Ayacucho during 2017-2018, as well as aid provided to the victims of these acts by the Highway Protection Unit. However, the number of police personnel in this unit is small, as is the ability to maintain service 24 hours a day. In this sense, this work identifies as a public problem the reduced quality of motorized patrolling carried out by the Highway Protection Unit (UNPROCAR) in crime prevention in the Department of Ayacucho during the years 2016 to 2018. The causes identified were deficient inter-institutional management, deficient modern technological logistical resources and the deficient organization, distribution of resources and operational management documents of UNPROCAR-Ayacucho. After prioritizing the causes, the innovation challenge is posed by the following question: How can we improve the deficient modern technological logistical resources in UNPROCAR- Ayacucho; to make efficient the prevention of the commission of crimes and traffic accidents, in the national road network of the Ayacucho Region? Finally, the innovative project that is being proposed is the implementation of a satellite monitoring system via GPS, which will be aimed at passenger transport vehicles, cargo transport, patrol vehicles and private transport. It should be noted that for the last type of transport, the acceptance of the monitoring of the route of the vehicle will be in the judgment of the vehicle owner; while for the others, the aim is to establish the obligation of satellite monitoring through the approval of a standard. This proposal also considers the implementation of the panic button and computer applications.
