Resumen
La presente tesis tiene como objetivo optimizar la gestión de la información en la
Institución Educativa San Antonio de Padua, ubicada en Lima, con el fin de mejorar la toma
de decisiones administrativas y académicas mediante un modelo de gobierno de datos. El
estudio parte del análisis de brechas operativas que evidencian el uso de información
inconsistente y fragmentada, lo que generó pérdidas superiores a US$195,000 entre 2022 y
2024, en procesos clave como admisión y matrícula.
Con base en la metodología DAMA-DMBOK, se propone una solución integral
centrada en un sistema de información con enfoque en la calidad de datos y gestión de datos
maestros. Esta solución se complementa con el uso de la plataforma low-code AppSheet, lo
que permite digitalizar y automatizar procesos críticos de forma ágil, flexible y con menor
dependencia de desarrolladores especializados. Se evaluaron tres alternativas tecnológicas y
se seleccionó la más alineada a los objetivos estratégicos de la institución, con el mejor costobeneficio.
La propuesta se organiza en siete épicas funcionales, que abarcan desde el proceso de
admisión hasta la gestión del bienestar estudiantil. Se proyecta un TIR de 56.95% y un VAN
de US$59,382, así como beneficios no monetarios: fortalecimiento del prestigio institucional,
mejora en la experiencia de estudiantes y familias, reducción de riesgos y una gestión más
sostenible. Finalmente, el proyecto se alinea con el ODS 16, promoviendo una gestión
institucional transparente, eficiente y resiliente.
The objective of this thesis is to optimize information management at the San Antonio de Padua Educational Institution, located in Lima, in order to improve administrative and academic decision-making through a data governance model. The study is based on the analysis of operational gaps that show the use of inconsistent and fragmented information, which generated losses of more than US$195,000 between 2022 and 2024, in key processes such as admission and enrollment. Based on the DAMA-DMBOK methodology, a comprehensive solution is proposed centered on an information system focused on data quality and master data management. This solution is complemented with the use of the low-code AppSheet platform, which allows digitizing and automating critical processes in an agile and flexible manner and with less dependence on specialized developers. Three technological alternatives were evaluated and the one most aligned with the institution's strategic objectives, with the best cost-benefit ratio, was selected. The proposal is organized into seven functional epics, ranging from the admissions process to student welfare management. An IRR of 56.95% and NPV of US$,59,382 are projected, as well as non-monetary benefits: strengthened institutional prestige, improved student and family experience, risk reduction, and more sustainable management. Finally, the project is aligned with SDG 16, promoting transparent, efficient and resilient institutional management.
