Gestión de la UGEL para la calidad del servicio de educación inicial en las instituciones educativas públicas: Caso UGEL 03 Lima Metropolitana

Abstract
La presente tesis es un estudio de caso, de tipo cualitativo y de nivel descriptivo; que
emplea la entrevista a diferentes actores como fuente de información y que busca
analizar el aporte de una instancia de gestión local a la calidad del servicio educativo.
Dicha pretensión se logra a partir de los testimonios de directores y docentes de las
instituciones educativas del nivel inicial, así como de los especialistas que trabajan en
la UGEL 03 de Lima Metropolitana específicamente.
Siendo la primera infancia, el período de vida más importante del ser humano resulta
indispensable que reciba una educación de calidad. Es en ese sentido, que el presente
estudio cobra relevancia al brindar un análisis acerca de la calidad del servicio,
considerando la perspectiva que tienen del aporte de la Unidad de Gestión Educativa
Local, tanto desde la Gestión Pedagógica la cual gira en torno a los procesos
educativos, como desde la Gestión Institucional vinculada a los aspectos
estructurales. Los resultados muestran que los factores que intervienen en la calidad
del servicio de las instituciones educativas, se relacionan con el aporte de la gestión
que realiza la UGEL, evidenciando que se requiere más recursos humanos y
materiales, mientras que los directivos y docentes perciben una mejor gestión si son
atendidos oportunamente recibiendo buen trato.
This thesis is a case study, qualitative and descriptive level; which uses interviews with different actors as a source of information and seeks to analyze the contribution of a local management body to the quality of the educational service. This claim is achieved from the testimonies of directors and teachers of initial level educational institutions, as well as specialists who work at UGEL 03 of Metropolitan Lima specifically. Being early childhood, the most important period of life for a human being, it is essential that they receive a quality education. It is in this sense that this study becomes relevant by providing an analysis of the quality of the service, considering the perspective they have of the contribution of the Local Educational Management Unit, from the Pedagogical Management around the processes educational, and Institutional Management linked to structural aspects. The results show that the factors that intervene in the quality of the service of educational institutions are related to the management contribution made by UGEL, showing that more human and material resources are required, while managers and teachers perceive a better management if they are attended to in a timely manner and receive good treatment.
