Abstract
El presente trabajo de investigación identifica un problema público que nace del
proceso de licenciamiento de universidades establecido en el año 2014, tras aprobarse
la creación de la Superintendencia Nacional de Educación Superior Universitaria
(SUNEDU). Hasta la fecha, son más de 200 000 estudiantes universitarios que se han
visto afectados por la denegatoria de la licencia institucional y no han recibido un
acompañamiento adecuado para trasladarse a universidades licenciadas.
Entre las causas principales del problema se encuentra la falta de una estrategia
o plan de contingencia para atender a las y los estudiantes de las universidades no
licenciadas desde el inicio del proceso de licenciamiento; la responsabilidad de la
implementación de mecanismos de continuidad de estudios recae sobre las mismas
universidades de origen, las que no han mostrado interés en dicha tarea. Además, en
este escenario de incertidumbre, se suma la asimetría de información que perjudica la
toma de decisiones de las y los estudiantes.
Para solucionar el problema identificado, se propone la creación de un Sistema
de Acompañamiento Institucional (SAI) que elevaría la calidad del acompañamiento a
las y los estudiantes de universidades no licenciadas. Este sistema, que cuenta con 4
etapas, se basa en una estrategia de acompañamiento nuclear que busca brindar a
cada estudiante información personalizada y recomendaciones de universidades e
institutos donde puedan continuar sus estudios, con el fin de que tomen decisiones
certeras.
El prototipo del sistema fue presentado a instituciones como el Ministerio de
Educación, la Superintendencia Nacional de Educación Superior Universitaria,
especialistas en plataformas digitales, y las y los estudiantes afectados. Estos últimos
indicaron que el SAI les parecía útil para la toma de decisiones y que hubiera sido de
apoyo acceder al mismo cuando buscaban una universidad licenciada. Desde el Minedu
indicaron que es de su competencia implementar una herramienta como el SAI y que
este se alinea a la estrategia para garantizar la continuidad de estudios de las alumnas
y los alumnos afectados. Asimismo, se comprobó que la plataforma es tecnológicamente
viable.
This research paper identifies a public problem that arises from the licensing process of universities established in 2014, after the creation of the National Superintendency of Higher Education (Sunedu, by its acronym in Spanish). As of today, more than 200,000 university students have been affected by the denial of the institutional license and have not received adequate assistance for their transfer to licensed universities. The problem has been caused, among other reasons, by the lack of a strategy or contingency plan to provide assistance to students of non-licensed universities since the beginning of the licensing process. Although universities of origin are responsible for the implementation of mechanisms to ensure the continuation of studies, they have shown no interest in taking action. In addition to the uncertainty, the scenario is aggravated by the existing information asymmetry that makes students’ decision-making even more difficult. To solve this problem, the creation of an Institutional Assistance System (SAI, by its initials in Spanish) is proposed, as it would improve the quality of assistance provided to students of non-licensed universities. This four-stage system is based on a core assistance strategy that seeks to provide students with customized information and recommendations of universities and institutes where they may continue their studies, thereby helping them to make good decisions. The system’s prototype was presented to institutions such as the Peruvian Ministry of Education, the National Superintendency of Higher Education, as well as digital platform experts and affected students. The latter indicated that SAI seemed to be useful for decision-making and it would have helped them in their search for licensed universities. Representatives of the Peruvian Ministry of Education stated that the implementation of such a tool falls within their responsibility and that it aligns with the strategy to ensure the continuation of studies of affected students. Likewise, the platform was proved to be technologically viable.
