Implementación del Curso de Simulación Policial frente al bajo desempeño profesional de los Sub Oficiales de Tercera de la Escuela de Educación Superior Técnico Profesional de Piura

Abstract
La Policía Nacional del Perú, a través de la Escuela Nacional de
Formación Profesional Policial a través de las Escuelas de Educación Superior
Técnica Profesional (EESTP) tienen entre sus principales funciones gestionar
la formación técnica profesional policial de los futuros sub oficiales de la PNP,
para que, posteriormente, ellos cumplan cabalmente con la atención de las
necesidades de seguridad pública que demanda la sociedad peruana.
En los últimos años se ha evidenciado que los mencionados sub oficiales
de tercera de reciente egreso presentan un bajo desempeño profesional en el
ejercicio sus funciones. Ello se ve reflejado en los altos porcentajes de
percepción de inseguridad en el 2017 y 2018; asimismo son los sub oficiales
de tercera quienes poseen mayor cantidad de faltas disciplinarias e
infracciones, lo que refleja que estos no están cumpliendo a cabalidad su
función.
Cabe resaltar que el presente proyecto se enmarca en el desempeño de
los egresados de la EESTP Piura durante el 2017-2018. En virtud de ello, y
gracias a las herramientas cualitativas, se pudo identificar tres causas del
problema, de las cuales destaca la relacionada a la ineficiencia del sistema de
prácticas pre-profesionales en la EESTP. Ello debido a las limitaciones que
presenta dicha causa para el desarrollo adecuado de la enseñanza policial.
El presente proyecto presenta una propuesta innovadora en base a la
causa antes mencionada, para mejorar el desempeño profesional de los sub
oficiales de tercera de Piura. De este modo, se propone la creación de un curso
donde se brinda a los alumnos un acercamiento teórico-metodológico de
diferentes situaciones policiales, para luego pasar a simular la intervención en
un ambiente que simule una avenida o una comisaría. Así los alumnos se
encontrarán capacitados para enfrentarse a situaciones contingentes cuando
egresen de la EESTP Piura.
The National Police of Peru, through the National School of Police Professional Training through the Schools of Higher Technical Education Professional (EESTP) have among their main functions to manage the technical professional police training of future sub-officers of the PNP, for that, subsequently, they fully comply with the public security needs demanded by Peruvian society. In recent years, it has become evident that the aforementioned subofficers of the third year of recent graduation have a low professional performance in the exercise of their functions. This is reflected in the high percentages of perception of insecurity in 2017 and 2018; likewise, it is the sub-officers of third parties who have the highest number of disciplinary faults and infractions, which reflects that they are not fully fulfilling their function. It should be noted that this project is part of the performance of graduates of the EESTP Piura during 2017-2018. By virtue of this, and thanks to the qualitative tools, three causes of the problem could be identified, of which the one related to the inefficiency of the system of preprofessional practices in the EESTP stands out. This is due to the limitations that this cause presents for the adequate development of police education. This project presents an innovative proposal based on the aforementioned cause, to improve the professional performance of the third sub-officers of Piura. In this way, the creation of a course is proposed where students are given a theoretical-methodological approach to different police situations, and then move on to simulate the intervention in an environment that simulates an avenue or a police station. This way, the students will be able to face contingent situations when they leave the EESTP Piura.
