Ineficiente sistematización de la información básica para afrontar la alta incidencia de delitos de robo en el ámbito de la responsabilidad de la Dirección de Investigación Criminal de la PNP de Lima Metropolitana entre los años 2023 y 2024

Resumen
La inseguridad ciudadana en nuestro país está calificada como un problema estructural
y persistente que afecta tanto la tranquilidad social y el bienestar de la población, como el
desarrollo económico. En este aspecto, los delitos contra la propiedad son los que tienen mayor
recurrencia, como los robos y sus variantes, que constituye esta problemática alarmante en
Lima Metropolitana; ya que se ha incrementado con mayor frecuencia en los últimos años. Sin
embargo, a pesar de ser uno de los principales problemas a los que se enfrenta la Policía
Nacional del Perú (PNP), a través, de la Dirección de Investigación Criminal (DIRINCRI) su
accionar es ineficiente con respecto a la sistematización de la información básica para poder
afrontar y reducir dichos delitos.
El presente estudio tiene como objetivo ofrecer una solución alternativa y novedosa en
torno a dicha problemática, centrándose precisamente en la investigación titulada: “Ineficiente
sistematización de la información básica para afrontar la alta incidencia de delitos de robo en
el ámbito de la responsabilidad de la Dirección de Investigación Criminal de la PNP de Lima
Metropolitana entre los años 2023 y 2024”. Así pues, partir del análisis causal, se identificó
cuatro causas principales, de ellas, las más críticas son: la insuficiente capacidad tecnológica y
la limitada capacitación del personal. Estas carencias impactan directamente en la eficiencia de
las investigaciones criminales y en la capacidad de respuesta ante el delito.
En ese contexto, el problema fue reformulado como: “La Dirección de Investigación
Criminal de la PNP de Lima Metropolitana necesita mejorar la capacidad tecnológica y la
capacitación de su personal, esencialmente, necesita mejorar la gestión de información para
optimizar los resultados de las investigaciones y reducir la incidencia de delitos de robo”. Sobre
esta base, se formuló el desafío de innovación: ¿Cómo podemos mejorar la capacidad tecnológica de la PNP para optimizar la sistematización de la información básica y, en
consecuencia, disminuir la incidencia de delitos de robo en Lima Metropolitana?
El resultado del desarrollo del estudio se diseñó de un prototipo denominado “Sistema
Integral de Sistematización y Evaluación para la DIRINCRI (SISED)”; que, básicamente, es
una plataforma tecnológica que permite la clasificación automatizada de denuncias. Así mismo,
monitorea en tiempo real de los casos mediante inteligencia artificial y evaluación del
desempeño del personal investigador. El SISED busca transformar la gestión de la información
criminal de la DEPINCRI. Para ello, optimiza los recursos disponibles, impulsa la toma de
decisiones y mejora significativamente los índices de resolución de casos de robo.
El valor agregado de esta innovación consiste en la aplicación práctica de la herramienta
tecnológica integral que usa la DIRINCRI para contribuir a la reducción de la inseguridad, el
fortalecimiento de la imagen institucional de la PNP y el logro de mayores niveles de seguridad
y bienestar social. En ese sentido, el análisis de deseabilidad, factibilidad y viabilidad, que se
realiza con el apoyo de un grupo de expertos de la DIRTIC-PNP y del personal operativo de la
DEPINCRI para ratificar la pertinencia y viabilidad de una solución que considera prioritaria
y urgente, así como su desarrollo y escalabilidad a nivel nacional.
Citizen insecurity in our country represents a structural and persistent problem that significantly affects social peace, the well-being of the population, and economic development. In particular, property crimes are the most recurrent, with an emphasis on theft and its various modalities, constituting an alarming issue in Metropolitan Lima, where the incidence of this crime has grown exponentially in recent years. However, one of the main challenges faced by the National Police of Peru (PNP), specifically the Criminal Investigation Division (DIRINCRI), is the inefficient systematization of basic information, which limits its ability to effectively address and reduce these crimes. The purpose of this study is to offer an innovative solution to this issue, focusing on the research titled: "Inefficient Systematization of Basic Information to Address the High Incidence of Theft Crimes within the Scope of the Criminal Investigation Division of the PNP in Metropolitan Lima between 2023 and 2024." Through causal analysis, four main causes were identified, with the most critical being: insufficient technological capacity and limited training of personnel. These deficiencies directly impact the efficiency of criminal investigations and the capacity to respond to crime. In this context, the problem was reformulated as: "The Criminal Investigation Division of the PNP in Metropolitan Lima needs to improve its technological capacity and the training of its personnel in information management to optimize investigation outcomes and reduce the incidence of theft crimes." Based on this, the innovation challenge was formulated: How can we improve the technological capacity of the PNP to optimize the systematization of basic information and, consequently, reduce the incidence of theft crimes in Metropolitan Lima? The result of this work is the design of an innovative prototype called the "Integrated System for Systematization and Evaluation for DIRINCRI (SISED)," a technological platform that enables the automated classification of reports, real-time monitoring of cases through artificial intelligence, and the evaluation of investigator performance. SISED seeks to transform the management of criminal information within the DEPINCRI, optimizing available resources, streamlining decision-making, and significantly improving case resolution rates for theft crimes. The added value of this innovation lies in its first-time application in DIRINCRI as an integrated technological tool. This platform will not only strengthen the institution's investigative capacity but will also contribute to reducing the perception of insecurity, enhancing the institutional image of the PNP, and achieving higher levels of security and social well-being. The desirability, feasibility, and viability analysis, conducted with the participation of experts from DIRTIC-PNP and operational staff from the DEPINCRI, confirms the relevance and feasibility of this solution, considering it an urgent priority for implementation and scalability at the national level.
