Representaciones sociales sobre la participación y el empoderamiento. El caso de los funcionarios públicos del programa Haku Wiñay/Noa Jayatai

Abstract
El estudio de la participación y el empoderamiento en los programas y proyectos sociales
suele estar enfocado en la perspectiva de los usuarios, dejando de lado el punto de vista de
aquellos encargados del diseño de estos espacios. Reconociendo el rol central que tienen los
funcionarios en el diseño e implementación de las políticas públicas, esta investigación tiene
como objetivo identificar y analizar las representaciones sociales de los funcionarios públicos
encargados del diseño del programa Haku Wiñay/Noa Jayatai sobre la participación y el
empoderamiento de los usuarios. Mediante un estudio cualitativo se obtuvo información que
fue analizada a través de un análisis temático. En total se entrevistaron ocho funcionarios que
están vinculados directamente con el diseño del programa. Los resultados dan cuenta de
pocos espacios de reflexión en torno a las representaciones sociales de la participación y el
empoderamiento, privilegiando su dimensión económica-productiva, y no tanto su carácter
social y político. La investigación presenta el reto de empezar a cuestionar y reflexionar cómo
se han representado estos constructos de modo que se orienten a cuestionar qué tipo de
participación y empoderamiento se va a pedir desde el diseño para lograr la transformación
personal y social que permita la sostenibilidad de los proyectos.
The study of participation and empowerment in social programs and projects has mainly focused on the user’s perspective, not considering the point of view of those who are in charge of the design of these. Recognizing the central role played by public servants on public policy’s design and implementation, this project aims to identify the social representation of user´s participation and empowerment of public servants from the Haku Wiñay/Noa Jayatai program. The qualitative study collected information that was analysed following a thematic analysis. In total were interviewed 8 public servants that are directly involved in the Program design. The results reveal few spaces for reflection on the social representations of participation and empowerment, favoring its economic-productive dimension, and not so much its social and political character. The challenge remains in question and reflect on how these constructs have been represented in such a way that they are oriented to question what type of participation and empowerment is going to be requested from the design to achieve personal and social transformation that allows the sustainability of the projects.
