Desconcentración de la labor policial frente a la reducida eficacia del servicio de control físico del arresto domiciliario en Lima Metropolitana

Abstract

La investigación contenida en el título “La Desconcentración de la Labor Policial frente a la reducida eficacia del servicio de Control Físico del Arresto Domiciliario en Lima Metropolitana”, desarrolla la forma de cómo se encuentra la labor policial en Lima Metropolitana, respecto al control físico de los procesados, para quienes el juez penal les ha ordenado arresto domiciliario dentro de un proceso penal, en la correcta administración de justicia. Dicha revisión ha sido elaborada desde un enfoque normativo y procedimental, a fin de determinar responsabilidades funcionales en el personal de la Policía Nacional que ejecuta el mandato judicial; pero tomando en cuenta si para su ejecución, existen las condiciones jurídicas, operativas y presupuestales, para la continuidad del servicio, lo cual ha conllevado a la propuesta funcional deseable, factible y viable de la innovación a plantearse, como una mejor forma de gestión pública en la administración de justicia a cargo del Poder Judicial, pero con el apoyo de la Policía Nacional del Perú.

The investigation contained in the title "The Deconcentration of Police Work in the face of the reduced effectiveness of the Physical Control service of Domiciliary Arrest in Metropolitan Lima", develops the way how the police work is in Metropolitan Lima, regarding the physical control of the defendants, for whom the criminal judge has ordered house arrest within a criminal process, in the correct administration of justice. Said revision has been elaborated from a normative and procedural approach, in order to determine functional responsibilities in the personnel of the National Police that execute the judicial mandate; but taking into account whether for its execution, there are the legal, operational and budgetary conditions for the continuity of the service, which has led to the desirable, feasible and viable functional proposal of the innovation to be considered, as a better form of public management. in the administration of justice in charge of the Judiciary, but with the support of the Peruvian National Police.
