Abstract
El objetivo de esta tesis fue realizar el Plan Estratégico del Departamento del Tolima
para recomendar su implementación. Con este estudio se busca implementar un plan
estratégico que posicionará al Tolima a nivel nacional e internacional y hará de sus habitantes
ejemplo a seguir para emprendedores y empresarios de todo el mundo. En la actualidad, el
departamento del Tolima cuenta con condiciones propicias para su desarrollo económico,
político, social y ambiental. El sector turismo, infraestructura y agroindustria se identifican
como los motores de éste desarrollo. No obstante, sus fortalezas y oportunidades no han sido
aprovechadas adecuadamente y existen altos riesgos por la existencia de debilidades y
amenazas no mitigadas.
El plan estratégico desarrollado en este documento implementa la metodología
definida por el Dr. Fernando D´Alessio para establecer los principios cardinales del
departamento y su guía de ruta hasta el año 2025. Con este estudio, el departamento podrá
transformar su situación actual y convertirse en un departamento líder en turismo,
infraestructura y agroindustria. Asimismo, se define que la educación y la salud serán los
bastiones transversales para su desarrollo y sostenibilidad en el futuro.
Al analizar la situación actual se espera que el departamento del Tolima en el año
2025 sea líder en la industria agrícola, turística y logística a nivel nacional e internacional,
caracterizándose por su transparencia en la gestión pública y desarrollo de políticas
sostenibles. La visión deseada se desarrollará a partir del establecimiento de siete objetivos a
largo plazo, los cuales se desarrollarán a través de 13 estrategias retenidas y ocho estrategias
de contingencia.
Para la materialización de la visión deseada, para cada objetivo se definió un
presupuesto anual y varios objetivos a corto plazo. La herramienta sugerida por el Dr.
D´Alessio para realizar un seguimiento efectivo de la gestión del departamento es el Balanced Scorecard. A través de esta herramienta los objetivos a corto plazo se plasman en
tácticas y acciones con sus indicadores de gestión, los cuales en un periodo de 10 años
alcanzarán la visión deseada.
The purpose of this dissertation is to execute a Strategic Plan for the department of Tolima, Colombia. This study seeks to implement a strategic plan that will lead Tolima to be a nationally and internationally leader department and it will make its people an example to be followed by entrepreneurs and business men worldwide. Currently, the department of Tolima has the adequate conditions to be economically, politically, socially and environmentally developed. The tourism, infrastructure and agro industrial sector have been identified as the engine for this development. Nevertheless, Tolima has not taken advantage of its strength and opportunities and there are high risks, weaknesses and threats that have not been mitigated adequately. The strategic plan of this document implements the methodology defined by Mr. Fernando D´Alessio in order to establish the principles and guideline for the period 2015- 2025. The department will be able to transform its current situation with this study and it will become leader in the tourism, infrastructure and agro industrial sector. In addition, the education and health sector will be working horizontally in order to obtain the desire development and sustainability for the near future. After analyzing the current situation of the region, we expect to be in 2025 leader in the agro industrial, tourism and logistics sector nation and worldwide, being recognized by the transparency of the public management and development of sustainable policies. The desired vision will be developed through seven long term objectives, which will be developed by 13 retain strategies and eight contingent strategies. In order to make a reality of the desire vision, for each objective it was assigned an annual budget and short term objectives. The tool suggested by Mr. D´Alessio to follow up an effective management was the Balanced Scorecard. Through this tool, short term objectives will be developed by tactics and actions that will be monitored by Key performance Indicators (KPI) to reach in a 10 year period the desired vision.
