Resumen
La presente investigación demuestra la creación de valor compartido (CVC) a
través de la implementación de un Programa de Aporte al Desarrollo Local,
desarrollado en el período del año 2017 al año 2019 por una empresa privada
que realizó actividades de perforación exploratoria de hidrocarburos en 03
poblaciones locales de un valle denominado Piotoa, ubicado en el distrito de
Mazamari, provincia de Satipo, región Junín.
La creacion de valor compartido es una estrategia de gestión que condujo la
empresa privada para hacer sostenibles sus actividades operativas en el marco
del cumplimiento del contrato de exploración con el Gobierno Peruano suscrito
en el año 2005, incrementando su competitividad y a la vez desarrollando
condiciones socio económicas favorables en el territorio donde opera.
Este Programa de Aporte al Desarrollo Local se crea con la intención de
contribuir a mejorar la calidad de vida de las familias usuarias del territorio donde
operó la empresa privada, conocido como área de influencia del proyecto de
perforación exploratoria.
Para definir los instrumentos de recolección de información se consideró el área
de influencia directa del proyecto de perforación exploratoria realizado entre los
años 2017 – 2019 por la empresa privada. En esta área de influencia directa se
realizaron estudios de caracterización social y ambiental por una empresa
especializada por encargo de la empresa privada. En este estudio se
identificaron 03 poblaciones conformadas por familias de agricultores
propietarios de parcelas de cultivo y de viviendas. Dos de ellas son
descendientes de migrantes colonos de la sierra de Junín y una de ellas son
descendientes de los pueblos originarios de la etnia Asháninka. Cabe destacar
que uno de los aspectos sociales más sensibles identificados en las familias
locales es la extrema pobreza, la ausencia de proyectos de desarrollo socio -
económico sostenibles y la falta de empleo local.
En este contexto la empresa privada diseña un plan estratégico de intervención
social, el cual tiene como fin diseñar en conjunto con los usuarios del área de
influencia y actores de interés un programa social que contribuya al desarrollo
socio – económico de las familias locales. Es así como desarrolla sus reuniones
informativas, convocatorias y mesas de trabajo basadas en una normativa
nacional de participación ciudadana, siguiendo lineamientos que regulan una
participación legítima de los usuarios y actores, en consecuencia, generando
confianza y aceptabilidad. Es en este momento donde nace el interés y
compromiso de los usuarios y actores para participar activamente, proponer y
acordar acciones, establecer roles y responsabilidades para el diseño de un
Programa de Aporte al Desarrollo Local acorde a sus necesidades y
requerimientos lo que les permitió mejorar su capacidad organizativa,
habilidades y competencias en asumir nuevos retos que contribuyan a mejorar la
producción agrícola conservando sus recursos naturales, fortalecieron su
autoestima permitiéndoles reinsertarse a las cadenas productivas de la región y
el reconocimiento de la capacidad de la mujer local y la reivindicación de su
derecho de participar en los diversos empleos locales que generó el proyecto de
la empresa privada y el Programa de Aporte al Desarrollo Local.
Los resultados de la presente investigación nos han permitido conocer los
diversos factores que contribuyeron y dificultaron la implementación del
Programa de Aporte al Desarrollo Local. La importancia de aplicar estrategias de
participación ciudadana, fortalecer las capacidades socio – económicas de los
usuarios y su iniciativa de proponer nuevas medidas de mejora para el desarrollo
de su territorio y en otros de características similares han contribuido a mejorar la
calidad de vida de las 03 poblaciones usuarias del área de influencia durante el
período 2017 – 2019.
Los resultados de la presente investigación permiten reconocer las acciones y
herramientas que requieren las empresas para identificar las oportunidades de
mejora de sus grupos de interés y contribuir al desarrollo socio – económico del
territorio donde operan.
This research demonstrates the creation of shared value (CVC) through the implementation of a Local Development Contribution Program, developed in the period from 2017 to 2019 by a private company that carried out hydrocarbon exploratory drilling activities in 03 local populations of a valley called Piotoa, located in the district of Mazamari, province of Satipo, Junin region. The creation of shared value is a management strategy conducted by the private company to make its operational activities sustainable in the framework of the fulfillment of the exploration contract with the Peruvian Government signed in 2005, increasing its competitiveness and at the same time developing favorable socio-economic conditions in the territory where it operates. This Local Development Contribution Program is created with the intention of contributing to improve the quality of life of the user families of the territory where the private company operated, known as the area of influence of the exploratory drilling project. To define the information collection instruments, the area of direct influence of the exploratory drilling project carried out between 2017 - 2019 by the private company was considered. In this area of direct influence, social and environmental characterization studies were conducted by a specialized company commissioned by the private company. This study identified 03 populations made up of farming families who own farm plots and houses. Two of them are descendants of migrant settlers from the Junín highlands and one of them are descendants of the native peoples of the Asháninka ethnic group. It should be noted that one of the most sensitive social aspects identified in local families is extreme poverty, the absence of sustainable socio-economic development projects and the lack of local employment. In this context, the private company designs a strategic plan for social intervention, which aims to design, together with the users of the area of influence and stakeholders, a social program that contributes to the socioeconomic development of local families. This is how it develops its informative meetings, calls and work tables based on a national regulation of citizen participation, following guidelines that regulate a legitimate participation of users and stakeholders, consequently, generating trust and acceptability. It is at this moment where the interest and commitment of users and stakeholders to actively participate, propose and agree on actions, establish roles and responsibilities for the design of a Local Development Contribution Program according to their needs and requirements was born, which allowed them to improve their organizational capacity, This allowed them to improve their organizational capacity, skills and competencies in taking on new challenges that contribute to improving agricultural production while conserving their natural resources, strengthening their self-esteem and allowing them to reinsert themselves into the region's production chains, and recognizing the capacity of local women and vindicating their right to participate in the various local jobs generated by the private enterprise project and the Local Development Contribution Program. The results of this research have allowed us to learn about the various factors that contributed to and hindered the implementation of the Local Development Contribution Program. The importance of applying citizen participation strategies, strengthening the socio-economic capacities of the users and their initiative to propose new improvement measures for the development of their territory and in others of similar characteristics have contributed to the improvement of the quality of life of the 03 populations of the area of influence during the period 2017 - 2019. The results of this research allow recognizing the actions and tools required by the companies to identify opportunities for improvement of their stakeholders and contribute to the socio-economic development of the territory where they operate.
