Abstract
El rol estratégico más importante de una Fuerza Armada es aquel
relacionado con la naturaleza por la cual se creó la misma, vale decir con la tarea
de “garantizar la independencia, soberanía e integridad de un territorio”. Este rol
primigenio implica, por su naturaleza, la preparación de las fuerzas armadas para
enfrentar, mediante la guerra, las amenazas generadas en contra del Estado por
parte de amenazas externas o internas al Estado. Las Fuerzas Armadas existen
para salvaguardar la integridad de la Nación y contribuir a la consolidación de un
espacio de confianza para su desarrollo.
En el Perú, tras la solución de los problemas limítrofes con países
vecinos, el rol primigenio de las Fuerzas Armadas ha sido desplazado a un
segundo plano y reemplazado por nuevos roles estratégicos. En consecuencia,
las Fuerzas Armadas peruanas han ido asumiendo nuevos roles estratégicos
como el de apoyar a la Policía Nacional en control del orden interno, al Sistema
Nacional de Gestión del Riesgo de Desastres en situaciones de desastres
naturales, a la sociedad en temas de desarrollo económico y social y al Estado
en temas de política exterior. Este panorama ha generado una desensibilización
de la sociedad civil respecto al primer rol estratégico de las Fuerzas Armadas.
Con el propósito de plantear una mejora al problema se analizarán
posibles alternativas de solución con base en experiencias de fuerzas armadas
de países de la región, ideas proporcionadas por personal militar de las
direcciones de información de las Instituciones Armadas, opiniones emitidas por
actores de la arena política, comunicadores sociales, así como opiniones de
ciudadanos de a pie. Este análisis inducirá a los investigadores al encuentro de
una alternativa innovadora de mejora al problema de falta de sensibilidad que la
sociedad civil actualmente demuestra sobre el primer rol estratégico indicado
líneas arriba.
Finalmente, el análisis de viabilidad, factibilidad y deseabilidad elaborado
por los investigadores hace posible la mejora planteada.
The most important strategic role of an Armed Forces is that related to the nature by which it was created, that is, with the task of "guaranteeing the independence, sovereignty and integrity of a territory." This primordial role implies, by its nature, the preparation of the armed forces to face, through war, the threats generated against the State by external or internal threats to the State. The Armed Forces exist to safeguard the integrity of the Nation and contribute to the consolidation of a space of trust for its development. In Peru, after the solution of border problems with neighboring countries, the original role of the Armed Forces has been displaced to the background and replaced by new strategic roles. Consequently, the Peruvian Armed Forces have been assuming new strategic roles such as supporting the National Police in controlling internal order, the National Disaster Risk Management System in situations of natural disasters, society in matters of economic and social development, and the State on foreign policy affairs. This panorama has generated a desensitization of civil society regarding the first strategic role of the Armed Forces. In order to propose an improvement to the problem, possible alternative solutions will be analyzed based on experiences of the armed forces of countries in the region, ideas provided by military personnel from the information directorates of the Armed Institutions, opinions issued by actors in the arena. politics, social communicators, as well as opinions of ordinary citizens. This analysis will induce researchers to find an innovative alternative to improve the problem of lack of sensitivity that civil society currently demonstrates about the first strategic role indicated above. Finally, the viability, feasibility and desirability analysis prepared by the researchers makes the proposed improvement possible.
