Abstract
El presente documento contiene el desarrollo de un plan estratégico para el sector de
Transporte Público Masivo en Buses en Lima Metropolitana. Dicho plan es producto de un
exhaustivo análisis de los factores externos e internos del sector, a partir del cual se han
identificado las principales oportunidades, amenazas, fortalezas y debilidades de este. Luego,
como parte del proceso estratégico, hemos formulado y seleccionado estrategias para cumplir
los objetivos a largo plazo y así alcanzar la visión establecida.
El sistema de transporte de buses, y en general, el sistema de transportes es un
problema crítico para la sociedad que afecta la calidad de vida de las personas. Durante el
desarrollo del presente trabajo abordaremos los principales problemas como son la pluralidad
de instituciones reguladoras, el caótico modelo comisionista-afiliador, los accidentes de
tránsito, la congestión vehicular y la contaminación ambiental.
Las estrategias propuestas están enfocadas desde el punto de vista del ente regulador y
abarcan la implementación de políticas para darle al servicio de transporte la categoría de
servicio público esencial, la creación de una autoridad única de transporte, la incorporación
del enfoque de movilidad sostenible como eje de las políticas públicas, la creación de planes
integrales de gestión vial, el desarrollo de tecnología que integre el sistema y facilite la
transferencia entre modos de viaje, entre otros.
Todas las estrategias buscan cumplir con objetivos de reducir el tiempo de viaje,
reducir los accidentes de tránsito, reducir el gasto en transporte, reducir la contaminación
ambiental e incrementar la satisfacción general del servicio de transporte público, y con ello
alcanzar la visión de estar dentro de las tres mejores ciudades de Latinoamérica en transporte
público de calidad; contando con un sistema de buses moderno, integrado, rápido, seguro,
accesible, y amigable con el medioambiente; ayudando al progreso de sus habitantes y
contribuyendo al desarrollo ordenado de la ciudad
The present document aims at developing a strategic plan for the Massive Public Transport sector in Buses in Metropolitan Lima. This plan is the product of a thorough analysis of the external and internal factors of the sector, from which the main opportunities, threats, strengths and weaknesses thereof have been identified. Then, as part of the strategic process, strategies have been formulated and chosen to achieve the long-term objectives and thus, reach the agreed vision. The bus transport system, and in general, the transport system is a critical problem for society affecting the quality of life of people. During the development of this work we will approach main problems such as the plurality of regulatory institutions, the chaotic commission-affiliation model, traffic accidents, traffic jam and environmental pollution. Proposed strategies focus the point of view of the regulatory body and include the implementation of policies to give the transport service the essential public service category, the creation of a single transport authority, the incorporation of the sustainable mobility perspective as an axis of public policies, the creation of comprehensive road management plans, the development of technology integrating the system and facilitating the transfer between travel types, among others. All strategies seek to meet the objectives of reducing travel time, reducing traffic accidents, reducing transportation costs, reducing environmental pollution and increasing the overall satisfaction of public transport services, and thereby achieving the vision of being within the three best cities in Latin America in quality public transport; counting on a modern, comprehensive, fast, safe, accessible, and environmentally friendly bus system; helping the progress of its inhabitants and contributing to the orderly development of the city
