Resumen
Tanto en el ámbito académico, como en los ámbitos político y social, desde hace
algunos años se viene debatiendo – no sólo en el Perú- en torno a la existencia de una crisis
en la representación política.
Las causas que la han originado son de diversa índole y se repasan brevemente en
la Introducción de la presente Tesis; no obstante, el objeto de fondo de la misma es evidenciar
cómo determinados factores electorales, como lo son el ausentismo, el voto en blanco, el voto
viciado, la barrera electoral y la cifra repartidora, tienen una incidencia directa en la
conformación de la representación parlamentaria.
En el capítulo I, se hace una exposición teórica del significado de la representación,
su evolución histórica, la situación actual de la misma y, finalmente, de la crisis de
representación y sus causas más significativas; en el capítulo II, se presenta una evaluación
histórica de la incidencia de los factores electorales antes señalados, en los procesos
electorales de la historia política peruana reciente. Finalmente, se formulan algunas
conclusiones y recomendaciones que atienden a fórmulas que podrían revertir los efectos de
tales factores en la representación política parlamentaria en el Perú.
In the academic field, as well as in the political and social spheres, for some years now there has been a debate, not only in Peru, about the existence of a crisis in political representation. Introduction of this Thesis; however, the main purpose of this Thesis is to show how certain electoral factors, such as absenteeism, blank vote, flawed vote, the electoral barrier and the electoral breakdown figure, have a direct impact on the conformation of parliamentary representation. In Chapter I, a theoretical exposition of the meaning of representation, its historical evolution, its current situation and, finally, the crisis of representation and its most significant causes is presented; in Chapter II, a historical evaluation of the incidence of the electoral factors mentioned above in the electoral processes of recent Peruvian political history is presented. Finally, some conclusions and recommendations are formulated that address formulas that could reverse the effects of such factors on parliamentary political representation in Peru.
