Los Acuerdos de Producción Limpia (APL) como instrumento para la transición hacia una economía circular en la gestión de residuos sólidos industriales

Abstract

El presente trabajo analiza el aporte de los Acuerdos de Producción Limpia (APL) en la transición hacia un modelo sostenible, con énfasis en su contribución en la gestión de residuos sólidos industriales y a la implementación de practicas alineadas con la economía circular. Se examina el marco normativo, características, limitaciones y ausencia de incentivos. El estudio concluye precisando la necesidad de fortalecer dicho instrumento con el objetivo de incrementar su adopción.

This paper analyzes the contribution of Clean Production Agreements (APLs) to the transition toward a sustainable model, with emphasis on their role in industrial solid waste management and the implementation of practices aligned with the circular economy. It examines the regulatory framework, key characteristics, limitations, and the absence of incentives. The study concludes by underscoring the need to strengthen this instrument to increase its adoption.
