“Los Cuellos Blancos del Puerto”: una aproximación desde la ciencia política

Abstract
Esta investigación surge por la necesidad de profundizar en el fenómeno de la
corrupción desde el caso de Los Cuellos Blancos del Puerto, tratando de llenar
el vacío de estudios formales desde un enfoque de análisis relacional y de
captura del Estado. Así, se busca generar un análisis de los modus operandi y
los factores institucionales que generaron un desenlace como el del caso. Al
respecto, se ha aterrizado el presente estudio bajo un enfoque de captura del
Estado, tomando en consideración las complejidades de las relaciones sociales
desde una metodología de Social Network Analysis y entrevistas
semiestructuradas. Los resultados muestran que la red se estructuró en base al
funcionamiento orgánico de las instituciones judiciales, con una intención
legitimadora y hegomonizadora que tenía como finalidad el copamiento del
sistema judicial a partir de una red ilícita conformada por jueces, fiscales,
empresarios y políticos que conformaron su grupo desde una identidad colectiva
común y el objetivo de ascender socialmente mediante la carrera judicial pública.
De este modo, este análisis es una primera mirada a los fenómenos de
corrupción de altos funcionarios desde el sistema judicial, siendo los mismos
funcionarios los captores del aparato estatal.
This investigation arises from the need to delve into the phenomenon of corruption from the case of Los Collars Blancos del Puerto, trying to fill the gap of formal studies from a perspective of relational analysis and capture of the State. Thus, it seeks to generate an analysis of the modus operandi and institutional factors that generated an outcome such as the one in the case. In this regard, the present study has been landed under a State capture approach, taking into account the complexities of social relations from a Social Network Analysis methodology and semi-structured interviews. The results show that the network was structured based on the organic functioning of the judicial institutions, with a legitimizing and hegomonizing intention that had the purpose of taking over the judicial system from an illegal network made up of judges, prosecutors, businessmen and politicians who formed his group from a common collective identity and the objective of social promotion through the public judicial career. In this way, this analysis is a first look at the phenomena of corruption of high officials from the judicial system, the officials themselves being the captors of the state apparatus.
