Gestión del equipo de intervención social durante la implementación del proyecto ampliación y mejoramiento del sistema de agua potable y alcantarillado para el Macro Proyecto Pachacútec del distrito de Ventanilla Etapa I, durante el período de ejecución 2014 -2016

Abstract

El presente estudio es una investigación cualitativa que analiza la importancia de la gestión participativa en proyectos de saneamiento ya que facilitan el desarrollo de capacidades de los beneficiarios para lograr la sostenibilidad del mismo. Por ello, con la intención de contribuir al desarrollo de políticas sociales con gestión participativa se ha elaborado la presente investigación a partir de la experiencia del proyecto: “Ampliación y Mejoramiento del Sistema de Agua Potable y Alcantarillado para el Macro Proyecto Pachacútec, del distrito de Ventanilla Etapa I periodo 2014 – 2016”. El objetivo principal de este trabajo es analizar y conocer la gestión que realiza el equipo de Intervención Social durante la ejecución del proyecto “Ampliación y Mejoramiento del Sistema de Agua Potable y Alcantarillado para el Macro Proyecto Pachacútec del distrito de Ventanilla Etapa I periodo 2014 – 2016”. Se buscó lograr este objetivo mediante el uso de la estrategia de investigación cualitativa, analizando el nivel de participación de la población, los temas seleccionados para las capacitaciones y el nivel de articulación entre los actores involucrados, tomando como base la información recogida en las entrevistas semiestructuradas aplicadas a juntas directivas (población beneficiaria), promotores sociales (ejecutores) y la entidad del Proyecto, así como la revisión de diferentes documentos del Proyecto. En cuanto al corte del tiempo se consideró el periodo de implementación. La finalidad del presente estudio es ofrecer medidas de mejora que fortalezcan por un lado la participación y articulación de los actores involucrados y el desarrollo de capacidades de los beneficiarios, con el fin de promover un proyecto participativo y consensuado. Con relación a la Gerencia Social, la pertinencia de esta investigación radica en que generará lecciones que permitan retroalimentar el proceso que se da en el distrito de Ventanilla y otros proyectos similares en todo el país. Finalmente, debemos resaltar las palabras claves referidas a la temática central de esta investigación: gestión participativa, desarrollo de capacidades, articulación y sostenibilidad del proyecto.

The present study is a qualitative research that analyzes the importance of participatory management in the sanitation projects that allows the development of the capabilities of target groups to achieve its sustainability. Thus, this study has been developed with the intention of contributing to the development of social policies with participatory management, and It is based on project "Extension and Improvement of the Drinking Water and Sewerage System of the Ventanilla district Part I 2014 - 2016 ". The main aim of this study is analyzing and understanding the social intervention team management during the execution of the project "Extension and Improvement of the Water Supply and Sewerage System of the Ventanilla district Part I 2014 - 2016 ". The population participation level, the capacitation themes and the level of articulation between the stakeholders have been analyzed using the qualitative research strategy on the basis of information collected from the semi- structured interviews applied to the target group, social partners and the organization in charge of the project and from the reviewed of information related to the project. The implementation period was considered as death line. The purpose of the study is offering improvement measures that strengthen the participation and articulation of the stakeholders involved and the development of the capabilities of target groups, in order to promote a participatory and consensual project. Here lies the relevance of the Social Management from this study, besides of generating learned lessons that allows to feedback the process on benefit of the target group of Ventanilla district. Finally, we must highlight the key words of the main theme of this research: participatory management, capabilities development, project articulation and sustainability
