Programa Juntos: Análisis de la variación de la cobertura en las regiones de Pasco, Cajamarca y Huancavelica

Abstract
En la actualidad, el programa Juntos en el Perú representa uno de los mejores
esfuerzos del Estado peruano por romper la brecha intergeneracional de pobreza,
mediante la asignación de recursos a las familias más pobres de la población. No
obstante, a 15 años desde su creación, todavía no se conocen los mecanismos que
intervienen en una mejor implementación de la política a nivel territorial. En ese
sentido, es posible resaltar una variación en la afiliación de cobertura según el nivel
de pobreza distrital. Es así que, esta investigación tiene como objetivo analizar los
factores determinantes que influyen en la variación de cobertura del programa. Para
responder esta pregunta, nos centramos en tres variables. Por un lado, se resalta
la importancia de la coordinación entre los distintos niveles de gobierno y
autoridades de otros organismos locales y, por otro, el rol de las burocracias locales
para facilitar y promover la afiliación de posibles beneficiarios. Finalmente, una
última variable se centra en la voluntad política de las autoridades locales para
fomentar la inscripción dentro de sus circunscripciones.
En ese sentido, el trabajo rescata la importancia del contexto político para moldear
la implementación de los programas de transferencia condicionada en países
unitarios y descentralizados como el Perú.
Currently, the program Juntos in Peru constitute one of the best efforts of the Peruvian State to bridge the intergenerational poverty gap, by allocating resources to the poorest families in the population. However, 15 years after its creation, the mechanisms that intervene in a successful implementation of the policy at the territorial level are still unknown. In this sense, it is possible to highlight a variation in the coverage affiliation according to the district poverty level. Thus, this research aims to analyze the determining factors that influence the variation in program coverage. To answer this question, we focus on three variables. On the one hand, the importance of coordination between the different levels of government and authorities of other local organizations is highlighted, and on the other, the role of local bureaucracies to facilitate and promote the affiliation of possible beneficiaries. Finally, a last variable focuses on the political will of the local authorities to promote enrollment within their constituencies. In this sense, the research rescues the importance of the political context to shape the implementation of conditional transfer programs in unitary and decentralized countries such as Peru.
